【摘要】：隨著網(wǎng)球運動的快速發(fā)展和全民健身計劃的進一步實施,網(wǎng)球運動逐漸褪去“貴族運動”的門檻,成為大眾熱衷的健身項目之一。中央國家機關(guān)網(wǎng)球協(xié)會自成立以來,一直積極響應中央精神文明建設(shè)指導委員會“每天鍛煉一小時,健康工作五十年,幸福生活一輩子”的號召,深入貫徹執(zhí)行國務(wù)院《全民健身計劃》提出的“每周參加體育鍛煉活動不少于3次,每次不少于30分鐘”的要求。從前人研究來看,有關(guān)全民健身方面的淪文還很少,而中央國家機關(guān)網(wǎng)球協(xié)會在貫徹全民健身方面做得又比較好,并且形成了有序的運行模式。因此,對中央國家機關(guān)網(wǎng)球協(xié)會運行模式進行研究,不僅可以指出中央國家機關(guān)網(wǎng)球協(xié)會運行模式的基本框架、優(yōu)勢與不足；同時也為我國類似于中央國家機關(guān)網(wǎng)球協(xié)會的組織或團體提供一個借鑒,通過調(diào)查研究得出以下結(jié)論：1.中央國家機關(guān)網(wǎng)球協(xié)會在整體上形成了“以培川為基礎(chǔ)、以競賽為杠桿、以組織建設(shè)為保證、以交流為紐帶”的協(xié)會業(yè)務(wù)工作思路,建立起了穩(wěn)定的網(wǎng)球培訓、競賽活動基地和規(guī)范、適度的網(wǎng)球培訓、競賽、文化等活動體系,但在具體執(zhí)行上沒有充分到位,具體落到實處。2.中央國家機關(guān)網(wǎng)球協(xié)會的管理模式是：在整體上以穩(wěn)步推進會員制的實施為龍頭,逐步完善協(xié)會組織治理結(jié)構(gòu),按照以會費為基礎(chǔ),以政府購買公共服務(wù)為依托,以社會籌集為補充方向,形成“自費公助”的健康消費模式,但具體到各部門網(wǎng)球組織的管理上,則沒有針對性的細化,各部門的分級管理需要加強。3.中央國家機關(guān)網(wǎng)球協(xié)會的培訓模式是：以奧體中心網(wǎng)球場地為依托,以高、精、尖的教練為向?qū)? 以精細化、進階式的培訓班為支撐,憑借協(xié)會全年無償為各部門的團體培訓和部門交流提供場地與教練的優(yōu)勢,形成了天天有培訓--培養(yǎng)興趣,周周都辦班--提高技術(shù)的培訓模式,但協(xié)會的有利資源僅限于協(xié)會,并沒有分配到各部門網(wǎng)球組織。4.中央國家機關(guān)網(wǎng)球協(xié)會的競賽模式是：打造了以積分為向?qū)Х謺r段分單元的全年每月一次的周末分類競賽格局,競賽規(guī)模逐步增大,比賽場地從一處增加到三處,競賽裁判在協(xié)會原有裁判員團隊的基礎(chǔ)上,啟用北京體育大學學生為主的裁判員團隊,在整體上形成了月月有比賽--快樂節(jié)日、人人能參加--健身平臺、周末來健身—強身健體、常年有交流—推動普及的競賽模式,但具體到每次的賽事,參賽的次數(shù)和比賽的時間并不能滿足多數(shù)會員的需求。
