【摘要】: 農(nóng)民是建設(shè)新農(nóng)村和發(fā)展現(xiàn)代農(nóng)業(yè)的主體,職業(yè)農(nóng)民是廣大農(nóng)民的優(yōu)秀代表。農(nóng)民的知識化、職業(yè)化是實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化的前提和條件。建設(shè)現(xiàn)代農(nóng)業(yè)必須順應(yīng)分工分業(yè)的歷史潮流。生產(chǎn)方式的深刻變革、科學(xué)技術(shù)的廣泛運(yùn)用、產(chǎn)業(yè)組織的發(fā)育壯大、市場競爭的日趨激烈,對提高農(nóng)民的文化素質(zhì)、技能水平和經(jīng)營能力,提出了新的更高的要求。 本論文依據(jù)馬克思主義的人的全面發(fā)展理論和舒爾茨的人力資本理論,從選題上抓住新農(nóng)村建設(shè)中培育職業(yè)農(nóng)民這一社會熱點(diǎn)問題,首次從理論與實(shí)踐相結(jié)合、宏觀與具體相比較的角度,以咸陽作為實(shí)證,對職業(yè)農(nóng)民的培育問題進(jìn)行了系統(tǒng)地分析與研究。全文共分六章。第一章導(dǎo)論。提出了選題的目的、意義、主要理論依據(jù)及研究方向,重點(diǎn)闡述了研究的人力資源開發(fā)背景、經(jīng)濟(jì)社會背景、體制改革背景。第二章對職業(yè)農(nóng)民的內(nèi)涵進(jìn)行了界定。從多學(xué)科交叉研究的視角,創(chuàng)新性地分析、論述了職業(yè)農(nóng)民的基本概念,并將職業(yè)農(nóng)民與傳統(tǒng)農(nóng)民、新型農(nóng)民和專業(yè)農(nóng)民進(jìn)行了對比分析。提出了所謂職業(yè)農(nóng)民,就是農(nóng)民在階層分化消亡的過程中,那些自愿把從事農(nóng)業(yè)生產(chǎn)經(jīng)營作為一種職業(yè),并具有一定職業(yè)素質(zhì)和技能的農(nóng)民。職業(yè)農(nóng)民具有獨(dú)立性、自主性、能動性、開放性和創(chuàng)造性等特點(diǎn)。接著,依據(jù)職業(yè)農(nóng)民的內(nèi)涵,提出了職業(yè)農(nóng)民必須具備的基本素質(zhì):職業(yè)農(nóng)民是觀念新的農(nóng)民,具有強(qiáng)烈的現(xiàn)代意識;職業(yè)農(nóng)民是有目標(biāo)的農(nóng)民,具有較高的思想政治素質(zhì);職業(yè)農(nóng)民是有知識的農(nóng)民,具有較高的科學(xué)文化素質(zhì);職業(yè)農(nóng)民是有道德的農(nóng)民,具有較高的文明素質(zhì);職業(yè)農(nóng)民是有組織的農(nóng)民,具有較高的民主法制素質(zhì)。第三章詳細(xì)論述了培育職業(yè)農(nóng)民的現(xiàn)實(shí)必要性,即培育職業(yè)農(nóng)民是農(nóng)村社會化大生產(chǎn)的內(nèi)在要求;是發(fā)展現(xiàn)代農(nóng)業(yè)的客觀要求;是農(nóng)村勞動力轉(zhuǎn)移的必然要求;是農(nóng)業(yè)科技進(jìn)步的直接要求;是農(nóng)村文明建設(shè)和社會進(jìn)步的根本要求。第四章分析了影響培育職業(yè)農(nóng)民的障礙因素:農(nóng)民素質(zhì)低是制約職業(yè)農(nóng)民產(chǎn)生的基礎(chǔ)因素;城鄉(xiāng)二元結(jié)構(gòu)是制約職業(yè)農(nóng)民產(chǎn)生的體制障礙;農(nóng)村職業(yè)教育發(fā)展滯后是制約職業(yè)農(nóng)民產(chǎn)生的根本因素。第五章以咸陽市為例,對職業(yè)農(nóng)民的培育進(jìn)行了實(shí)證分析。指出了職業(yè)農(nóng)民培育的基本思路是:堅持政府主導(dǎo)、統(tǒng)籌兼顧、強(qiáng)化基礎(chǔ)、因地制宜四個原則,突出重點(diǎn)隊伍、重點(diǎn)內(nèi)容、重點(diǎn)培養(yǎng)群體三個重點(diǎn),抓住培養(yǎng)、評價、激勵、使用、服務(wù)、吸引六個環(huán)節(jié)。這一章是全文的重點(diǎn)。第六章詳細(xì)探討了培育職業(yè)農(nóng)民的對策,一是轉(zhuǎn)變態(tài)度,為培育職業(yè)農(nóng)民提供思想保障;二是加大政府投入,為培育職業(yè)農(nóng)民提供財力保障;三是改革體制機(jī)制,為培育職業(yè)農(nóng)民提供制度保障;四是學(xué)習(xí)借鑒,為培育職業(yè)農(nóng)民提供經(jīng)驗(yàn)保障;五是創(chuàng)新農(nóng)村職業(yè)教育體系,為培育職業(yè)農(nóng)民提供教育保障。 本研究的創(chuàng)新之處,一是界定了“職業(yè)農(nóng)民”的內(nèi)涵。指出:傳統(tǒng)農(nóng)民是社會學(xué)意義上的身份農(nóng)民,它強(qiáng)調(diào)的是一種等級秩序,而職業(yè)農(nóng)民則類似于經(jīng)濟(jì)學(xué)意義上的理性人,它是農(nóng)業(yè)產(chǎn)業(yè)化乃至現(xiàn)代化過程中必然出現(xiàn)的一種新的職業(yè)類型;專業(yè)農(nóng)民是依據(jù)行業(yè)工種、學(xué)歷層次來劃分農(nóng)民,而職業(yè)農(nóng)民是從農(nóng)村經(jīng)濟(jì)、從業(yè)人員的客觀實(shí)際和需要出發(fā)提出的,具有現(xiàn)實(shí)性;新型農(nóng)民是有文化、懂技術(shù)、會經(jīng)營的農(nóng)民,而職業(yè)農(nóng)民首先必須是新型農(nóng)民,它比新型農(nóng)民具有更高的素質(zhì)要求。二是對職業(yè)農(nóng)民進(jìn)行了合理分類。為了全面了解職業(yè)農(nóng)民隊伍的發(fā)展現(xiàn)狀,根據(jù)職業(yè)農(nóng)民的基本特征,按照從業(yè)領(lǐng)域的不同,將職業(yè)農(nóng)民分為生產(chǎn)型、經(jīng)營型、能工巧匠型三大類八個方面,并設(shè)計了問卷調(diào)查表。
[Abstract]:Farmers are the main body of building new rural areas and developing modern agriculture. Professional farmers are excellent representatives of the vast majority of farmers. The knowledge and professionalization of farmers are the prerequisites and conditions for the realization of agricultural modernization. The construction of modern agriculture must conform to the historical trend of division of labor. The development and growth of the market and the increasingly fierce competition in the market have raised new and higher requirements for improving the cultural quality, skill level and management ability of the farmers.
This paper, based on the comprehensive development theory of Marx's people and the theory of Schultz's human capital, grasped the hot issue of cultivating professional farmers in the construction of the new countryside. It was the first time to combine the theory with practice and the angle of comparison between the macro and the concrete, and took Xianyang as an empirical study to carry out the cultivation of professional farmers. Systematic analysis and research. The full text is divided into six chapters. The first chapter is introduction. The purpose, significance, main theoretical basis and research direction of the topic are put forward. The fourth chapter analyses the obstacles that affect the cultivation of professional farmers: the low quality of the peasants is the restriction of the occupational farmers' production. The basic factor of birth; the two yuan structure in urban and rural is the institutional obstacle that restricts the occupational farmers; the lag of the development of rural vocational education is the fundamental factor restricting the production of professional farmers. The fifth chapter takes Xianyang as an example to make an empirical analysis of the cultivation of professional farmers. Taking into account the four principles of strengthening the foundation and adapting to local conditions, focusing on the key contingent, focusing on the key content, and cultivating the three key points of the group, we should seize the training, evaluation, incentive, use, service, and attract six links. The innovation of this study is to define the connotation of "professional farmers". It is pointed out that the traditional farmers are the identity farmers in the sense of sociology, which emphasizes a kind of rank order, while the professional farmers are similar to the rational people in the economic sense. It is a new occupational category which is inevitable in the process of agricultural industrialization and even the modernization process. Professional farmers are based on industrial work and educational level to divide farmers, while professional farmers are put forward from the objective reality and needs of the rural economy and employees. The new farmers are culture, technology and farmers, while professional farmers must first be new farmers, which are higher than the new farmers. Quality requirements.
