中國大都市中心城區(qū)社區(qū)教育經(jīng)費(fèi)管理研究

【摘要】: 社區(qū)教育是構(gòu)建終身教育體系,創(chuàng)建學(xué)習(xí)型社會的重要基礎(chǔ)。我國的社區(qū)教育是在八十年代中期興起的,是在政治、經(jīng)濟(jì)、文化變革的大背景下,出現(xiàn)的教育社會一體化的新模式。二十年社區(qū)教育的發(fā)展歷程顯示,教育經(jīng)費(fèi)的合理使用與規(guī)范管理直接制約和影響一個(gè)地區(qū)社區(qū)教育的發(fā)展水平。如何提高有限的社區(qū)教育經(jīng)費(fèi)的管理效率成為當(dāng)前有現(xiàn)實(shí)意義的重大課題。 本文依據(jù)需求、公平、人的全面發(fā)展、公共財(cái)政和公平產(chǎn)品五種基礎(chǔ)理論,以8個(gè)大都市中心城區(qū)為研究樣本,對我國大都市中心城區(qū)社區(qū)教育經(jīng)費(fèi)投入數(shù)量、經(jīng)費(fèi)來源渠道、經(jīng)費(fèi)支出結(jié)構(gòu)、經(jīng)費(fèi)使用效率和經(jīng)費(fèi)政策管理等進(jìn)行定量和定性分析,從技術(shù)層面和制度層面指出了存在的問題和困難,探討了產(chǎn)生及存在的原因,并結(jié)合介紹美國等西方發(fā)達(dá)國家的先進(jìn)經(jīng)驗(yàn),在充分認(rèn)識經(jīng)費(fèi)管理的意義、努力營造經(jīng)費(fèi)保障的法制環(huán)境、加快健全經(jīng)費(fèi)管理的制度、拓展經(jīng)費(fèi)多元來源渠道四方面提出思路和對策。 本文結(jié)合北京西城區(qū)、天津河西區(qū)、青島四方區(qū)、南京玄武區(qū)、上海閘北區(qū)、杭州下城區(qū)、廈門思名區(qū)、深圳寶安區(qū)8個(gè)大都市中心城區(qū)的發(fā)展現(xiàn)狀,,提煉出社區(qū)教育發(fā)展經(jīng)費(fèi)投入與使用的基本經(jīng)驗(yàn),為全國各地正在蓬勃發(fā)展的社區(qū)教育工作提供參考和借鑒。
[Abstract]:Community education is the important foundation of constructing lifelong education system and building a learning society. The community education in our country rose in the middle of 1980s, under the background of political, economic and cultural changes. The development of community education over the past 20 years shows that, The rational use and standardized management of education funds directly restrict and affect the development level of community education in a region. How to improve the management efficiency of limited community education funds has become a major issue of practical significance. Based on the five basic theories of demand, equity, overall development of human beings, public finance and fair products, this paper takes eight metropolitan central districts as the research samples, and puts the amount of community education funds into the metropolitan central districts of our country. The sources of funds, the structure of expenditure, the efficiency of fund use and the management of funds policy are analyzed quantitatively and qualitatively. The problems and difficulties are pointed out from the technical and institutional aspects, and the reasons for their emergence and existence are discussed. Combined with the introduction of the advanced experience of the United States and other western developed countries, in fully understanding the significance of fund management, striving to create a legal environment for funding protection, and speeding up the improvement of the system of fund management, The author puts forward four ways of thinking and countermeasures to expand the multi-source channels of funds. This paper combines the development situation of the eight metropolitan areas in Xicheng District of Beijing, Hexi District of Tianjin, Sifang District of Qingdao, Xuanwu District of Nanjing, Zhabei District of Shanghai, Xiacheng District of Hangzhou, Siming District of Xiamen and Baoan District of Shenzhen. Abstract the basic experience of investment and use of community education development funds, and provide reference and reference for the vigorous development of community education work all over the country.
