【摘要】： 農(nóng)民工是我國(guó)改革開(kāi)放后形成的一個(gè)特殊的群體,他們的社會(huì)身份是“農(nóng)民”,他們的職業(yè)是“工人”。他們的勞動(dòng)力成本低廉,成為拉動(dòng)國(guó)民經(jīng)濟(jì)發(fā)展的不可或缺的重要因素。近幾年,隨著國(guó)家對(duì)農(nóng)村轉(zhuǎn)移勞動(dòng)力限制的解除,農(nóng)民工開(kāi)始在城市工業(yè)生產(chǎn)和生活上扮演越來(lái)越重要的角色。但是,綜合素質(zhì)不高,人力資本水平低一直限制著農(nóng)民工工作層次的提高。農(nóng)民工的工作多以體力型為主。要提高農(nóng)民工的綜合素質(zhì),必須結(jié)合人力資本經(jīng)濟(jì)學(xué)中關(guān)于人力資本投資定義,即1、醫(yī)療與保健;2、在職人員培訓(xùn);3、正式建立起來(lái)的初、中、高等教育;4、企業(yè)組織的成人教育培訓(xùn)學(xué)習(xí)項(xiàng)目;5、個(gè)人和家庭適用變換就業(yè)機(jī)會(huì)的遷移五個(gè)方面,對(duì)農(nóng)民工進(jìn)行系統(tǒng)地培訓(xùn),包括思想認(rèn)識(shí)的培訓(xùn)、生產(chǎn)技能的培訓(xùn)、農(nóng)村教育投入和在城市生活的基本常識(shí)的培訓(xùn)四個(gè)方面。但在培訓(xùn)計(jì)劃實(shí)施的過(guò)程中卻存在農(nóng)民工參與意識(shí)不強(qiáng),培訓(xùn)體系管理混亂等多種問(wèn)題。針對(duì)這些問(wèn)題,政府要始終堅(jiān)持以人為本的科學(xué)發(fā)展觀,正確處理政府與市場(chǎng)的關(guān)系,強(qiáng)化政府公共服務(wù)的職能,改革農(nóng)民工培訓(xùn)模式以解決農(nóng)民工培訓(xùn)中存在的各種困難,實(shí)現(xiàn)農(nóng)民工基本素質(zhì)的全面提高及人力資本水平的全面提升。 本文的創(chuàng)新點(diǎn)在于,從人力資本視角出發(fā),提出了全面、系統(tǒng)地建立農(nóng)民工培訓(xùn)體系,并提出了相應(yīng)的對(duì)策。
[Abstract]:Migrant workers are a special group formed after China's reform and opening up. Their social status is "peasants" and their occupation is "workers". Their labor costs are low. In recent years, with the lifting of the country's restrictions on the transfer of rural labor, migrant workers have begun to play an increasingly important role in urban industrial production and daily life. The comprehensive quality is not high, the low level of human capital has been restricting the improvement of the working level of migrant workers. It must be combined with the definition of human capital investment in the economics of human capital, that is, 1, medical and health care, training of personnel on the job. Higher education No. 4, the adult education and training and learning project organized by enterprises and the transfer of employment opportunities for individuals and families, carry out systematic training for migrant workers, including training in ideological awareness and production skills. There are four aspects of rural education investment and basic knowledge training in urban life. However, in the course of the implementation of the training program, there are many problems, such as lack of participation consciousness of migrant workers, confusion in the management of the training system, and so on. The government should always adhere to the scientific concept of people-oriented development, correctly handle the relationship between the government and the market, strengthen the functions of the government's public service, and reform the training mode of migrant workers in order to solve the difficulties existing in the training of migrant workers. To achieve the overall improvement of the basic quality of migrant workers and the level of human capital. The innovation of this paper is that, from the perspective of human capital, this paper puts forward a comprehensive and systematic training system for migrant workers, and puts forward corresponding countermeasures.
