【摘要】：在全球化背景下,日本近期啟動了全球卓越研究中心計(jì)劃(GCOE)。GCOE評價是由專家、政府官員和項(xiàng)目負(fù)責(zé)人共同參與的開放同行評價,評價涵蓋科研產(chǎn)出、人才培養(yǎng)與大學(xué)戰(zhàn)略實(shí)現(xiàn),有助于大學(xué)科研創(chuàng)新的長期發(fā)展。GCOE引入了具有重要意義的獨(dú)立、客觀、公平的第三方評價機(jī)制,并發(fā)展了一套較為系統(tǒng)的評價體系。GCOE計(jì)劃的實(shí)施對推進(jìn)日本大學(xué)和相關(guān)高水平研究機(jī)構(gòu)的發(fā)展起到了重要的作用。這些經(jīng)驗(yàn)為我國高校科研能力提升的一系列重大工程項(xiàng)目的評價提供了啟示。
[Abstract]:In the context of globalization, Japan recently launched the Global Center of Excellence Project GCOE.GCOE Evaluation is an open peer evaluation involving experts, government officials and project leaders, covering scientific research outputs, talent development and the realization of university strategies. It is helpful to the long-term development of university scientific research innovation. GCOE has introduced an independent, objective and fair third-party evaluation mechanism with important significance. The implementation of the GCOE program has played an important role in promoting the development of Japanese universities and related high-level research institutions. These experiences provide enlightenment for the evaluation of a series of important engineering projects for the enhancement of the scientific research ability of colleges and universities in China.
