【摘要】：社會(huì)捐贈(zèng)作為高校教育經(jīng)費(fèi)的重要來源之一,隨著我國(guó)經(jīng)濟(jì)社會(huì)的發(fā)展對(duì)高校的貢獻(xiàn)力正在逐漸增強(qiáng),已成為高校發(fā)展中的一項(xiàng)重要工作。為了更加科學(xué)規(guī)范的管理社會(huì)捐贈(zèng),許多高校成立了教育基金會(huì)�，F(xiàn)階段,我國(guó)高校教育基金會(huì)的投資活動(dòng)處于探索階段,存在工作人員專業(yè)性不強(qiáng)、投資規(guī)模小、投資方式單一、投資收益率低等問題。此外,美國(guó)高校教育基金會(huì)的投資運(yùn)作經(jīng)驗(yàn)證明：高校教育基金會(huì)的成功投資運(yùn)作,不僅能促進(jìn)高校教育基金會(huì)的發(fā)展壯大,還能為高校的教學(xué)、科研、建設(shè)等提供堅(jiān)實(shí)的資金支持。因此,如何通過高校教育基金會(huì)合理有效的投資運(yùn)作,提高投資收益是我國(guó)高校教育基金會(huì)亟待解決的問題之一。筆者通過網(wǎng)絡(luò)、期刊等渠道收集了高校教育基金會(huì)開展投資運(yùn)作的相關(guān)資料,對(duì)基金會(huì)投資運(yùn)作工作有了深刻的了解；通過對(duì)我國(guó)大部分公布了財(cái)務(wù)信息的高校教育基金會(huì)財(cái)務(wù)數(shù)據(jù)的統(tǒng)計(jì)分析,闡述了基金會(huì)投資運(yùn)作的現(xiàn)狀及存在的問題；通過與不同高校教育基金會(huì)工作人員的交談,分析了基金會(huì)投資運(yùn)作中存在問題的原因。具體而言,現(xiàn)階段,我國(guó)高校教育基金會(huì)在社會(huì)捐贈(zèng)資金的投資運(yùn)作上存在投資規(guī)模小、投資方式單一、投資收益率低以及管理制度不完善等問題。這主要是由我國(guó)高校教育基金會(huì)發(fā)展時(shí)間短、投資經(jīng)驗(yàn)不足、內(nèi)部運(yùn)行機(jī)制不完善、專業(yè)人才建設(shè)不足以及政府支持力度不夠等原因所致。美國(guó)高校教育基金會(huì)在資產(chǎn)的籌集、使用、投資等方面都達(dá)到專業(yè)化水平。其中,美國(guó)高校教育基金會(huì)的年均投資收益率高達(dá)兩位數(shù),已成為美國(guó)市場(chǎng)經(jīng)濟(jì)的重要組成部分。本文的研究中隱含著比較的視角,筆者通過文獻(xiàn)法收集了美國(guó)高校教育基金會(huì)投資運(yùn)作的相關(guān)資料,總結(jié)了美國(guó)高校教育基金會(huì)投資運(yùn)作的經(jīng)驗(yàn),如基金會(huì)資金募集經(jīng)驗(yàn)、投資管理經(jīng)驗(yàn)以及投資方式經(jīng)驗(yàn)等。此外,筆者以Z大學(xué)教育基金會(huì)為個(gè)案,具體分析了其成功運(yùn)作的原因。在此基礎(chǔ)上,結(jié)合我國(guó)高校教育基金會(huì)的實(shí)際情況,提出了一些完善我國(guó)高校教育基金投資策略的建議。完善高校教育基金會(huì)的資金管理機(jī)制,如高校教育基金會(huì)可通過完善籌資機(jī)構(gòu)建設(shè)、重視校友工作、豐富捐贈(zèng)形式等途徑完善資金籌集機(jī)制,擴(kuò)大基金會(huì)規(guī)模,為基金會(huì)的投資提供更多的資金支持；通過建立專門的投資管理委員會(huì)、完善投資決策機(jī)制、建立獨(dú)立的財(cái)務(wù)系統(tǒng)等途徑完善投資管理機(jī)制,提高基金會(huì)投資的科學(xué)性；通過完善評(píng)價(jià)和監(jiān)管機(jī)制,提升基金會(huì)的公信力；通過建立風(fēng)險(xiǎn)委員會(huì),增強(qiáng)基金會(huì)對(duì)投資風(fēng)險(xiǎn)的管理。加強(qiáng)對(duì)高校教育基金會(huì)管理者和工作人員的培養(yǎng)和管理,提升其專業(yè)性,如參加培訓(xùn)、會(huì)議等。通過整合資產(chǎn)、集中管理、委托管理、合作交流等方式搭建高校教育基金會(huì)的合作之路,促進(jìn)高校教育基金會(huì)積極開展投資活動(dòng)。通過金融投資方式多元化、實(shí)業(yè)投資與金融投資相結(jié)合等方式建立多元的投資方式,分散投資風(fēng)險(xiǎn),提高投資收益率。通過爭(zhēng)取政府在政策、稅收、投資管理法律體系等方面的支持,為高校教育基金會(huì)的營(yíng)造良好的投資環(huán)境。
[Abstract]:Social donation as one of the important sources of funding for higher education, with the contribution of China's economic and social development of colleges and universities are increasing, has become an important work in the development of colleges. In order to be more scientific and standardized management of social donations, many colleges and universities set up the Education Foundation. At present, China's higher education fund the investment activities in the exploration stage, there are professional staff is not strong, the small scale of investment, the investment way is single, low rate of return on investment. In addition, the university education fund investment operation experience shows that the University Education Foundation's successful investment operation, not only can promote the development of university education foundation and growth, but also for the University's teaching, scientific research and construction to provide a solid financial support. The American higher education foundation used in asset raising, investment, has reached the professional level. Among them, the American Higher Education Foundation's annual investment return rate as high as two digits, has become an important part of the market economy in this study. With a comparative perspective, the author has collected the related data of American higher education fund investment operation through the literature, summarized the American higher education foundation investment operation experience, such as fund raising funds, investment management experience and investment experience. In addition, the author takes Z university education foundation for the case, analyzes the reasons for its successful operation. On this basis, combined with the actual situation of China's higher education foundation, puts forward some improvement in China School education fund investment strategy recommendations. To perfect the capital management mechanism of university education foundation, such as the university education foundation through perfecting the financing institution construction, pay attention to the alumni work, rich donation forms improve financing mechanism, expand the scale of the foundation, to provide more financial support for fund investment; through the establishment of a special the investment management committee, improve the investment decision-making mechanism, establish a financial system independent way to consummate the investment management mechanism, improve the scientific nature of investment fund; through the improvement of evaluation and supervision mechanism, enhance the credibility of the foundation; through the establishment of a risk committee, enhance the foundation of investment risk management. Strengthen the training and management of colleges and universities education fund managers and staff, enhance their professional, such as training, meeting and so on. Through the integration of assets, centralized management, client management, Cooperation to build a university education foundation of the road of cooperation, promote the university education fund will actively carry out investment activities. Through the diversification of financial investment, industrial investment and financial investment combined with other ways to build a diversified investment, diversify investment risks, improve the rate of return on investment.
