大學(xué)科技園在產(chǎn)學(xué)研協(xié)同中的定位與發(fā)展

【摘要】:教育部曾在全國大學(xué)科技園交流會上指出:依托一流大學(xué)發(fā)展科技園是大學(xué)科技園最大優(yōu)勢與特色。大學(xué)科技園具有傳播新知識和培養(yǎng)新人才的功能。因此發(fā)展大學(xué)科技園,是順應(yīng)科技創(chuàng)新需求、推進(jìn)高等教育改革的體現(xiàn)。大學(xué)科技園要進(jìn)一步強(qiáng)化科技成果集聚和轉(zhuǎn)化、高新技術(shù)企業(yè)孵化、創(chuàng)新創(chuàng)業(yè)人才培養(yǎng)三大功能,需要找到一個最能幫助科技園發(fā)展的哲學(xué)方法論,產(chǎn)學(xué)研協(xié)同理論正符合這一要求。 本文綜合國內(nèi)外關(guān)于產(chǎn)學(xué)研和高?萍紙@相關(guān)理論,總結(jié)已有學(xué)術(shù)界對于產(chǎn)學(xué)研和大學(xué)科技園概念、理論、定位、發(fā)展情況,找到傳統(tǒng)大學(xué)科技園存在的不足,在產(chǎn)學(xué)研協(xié)同這一哲學(xué)方法論支撐下重新定位大學(xué)科技園,讓大學(xué)科技園穩(wěn)步健康發(fā)展。首先,大學(xué)科技園的三要素即產(chǎn)——學(xué)——研三個方面是大學(xué)科技園建立和發(fā)展的基礎(chǔ),把握三者之間的關(guān)系至關(guān)重要。大學(xué)是依托,企業(yè)是支撐,政府是協(xié)調(diào)者。其次,在保留傳統(tǒng)大學(xué)科技園功能基礎(chǔ)上結(jié)合時代發(fā)展提出科技園新功能。再次,,大學(xué)科技園加入產(chǎn)學(xué)研協(xié)同理論后應(yīng)如何重新定位,是一個值得探究的問題。本文也正是在討論產(chǎn)學(xué)研協(xié)同下大學(xué)科技園應(yīng)如何重新定位與發(fā)展,提出相應(yīng)理論思考與建議,對科技園今后的發(fā)展具有理論和實際的雙重意義。
[Abstract]:The Ministry of Education has pointed out at the National University Science and Technology Park Conference that relying on first-class universities to develop science and technology parks is the greatest advantage and characteristic of university science parks. University science parks have the function of spreading new knowledge and cultivating new talents. It is the embodiment of meeting the demand of scientific and technological innovation and promoting the reform of higher education. The university science and technology park should further strengthen the three functions of gathering and transforming scientific and technological achievements, incubating high and new technology enterprises, and cultivating innovative and entrepreneurial talents. It is necessary to find a philosophical methodology that can help the development of science and technology parks. This article synthesizes the domestic and foreign related theories about the industry, the university science and technology park, summarizes the existing academic circles regarding the industry, the academic research and the university science and technology park concept, the theory, the localization, the development situation, finds the traditional university science and technology park to exist the insufficiency, Under the support of the philosophy methodology of cooperation between industry, education and research, the university science park can be reoriented to make the university science park develop steadily and healthily. Firstly, the three elements of the university science park, namely, production-learning-research, are the foundation of the establishment and development of the university science and technology park. It is very important to grasp the relationship between the three. The university is the support, the enterprise is the support, the government is the coordinator. Secondly, on the basis of retaining the function of the traditional university science and technology park, combining with the development of the times, the new function of the science and technology park is put forward. It is worth exploring how to reposition the university science park after joining the theory of synergy of industry, education and research. This paper also discusses how to reposition and develop university science and technology park under the cooperation of industry, education and research, and puts forward corresponding theoretical thinking and suggestions. It is of both theoretical and practical significance for the future development of science and technology parks.
