廣西高校后勤服務(wù)供給模式改革研究

【摘要】:二十世紀(jì)九十年代末以來,隨著我國高等教育的快速發(fā)展,對(duì)高校后勤服務(wù)的供給能力提出了更高的要求。長期以來,我國高校后勤服務(wù)一直處于單一的自我供給模式,制約了我國高等教育的快速發(fā)展。為了解決這一問題,教育部從1999年起,大力推進(jìn)全國高校后勤社會(huì)化改革。至今,這項(xiàng)改革歷經(jīng)了十多年,取得了一定的成績(jī),但與當(dāng)初的改革目標(biāo)仍有一定的距離。如何進(jìn)一步推進(jìn)改革,建立起與社會(huì)主義市場(chǎng)經(jīng)濟(jì)相適應(yīng)的高校后勤服務(wù)供給模式,最大限度地提高高校后勤資源的利用效率,增強(qiáng)高校后勤服務(wù)保障能力,為我國高等教育的發(fā)展提供更加強(qiáng)有力的支持,已經(jīng)成為政府教育行政主管部門和各高等學(xué)校當(dāng)前面臨的重要問題。 本文運(yùn)用公共物品理論作為分析工具,對(duì)高校后勤服務(wù)進(jìn)行了分析,把高校的后勤服務(wù)分為教學(xué)科研類后勤服務(wù)、師生基本生活后勤服務(wù)和師生一般生活后勤服務(wù),并正確區(qū)分這三類后勤服務(wù)的不同屬性:教學(xué)科研類后勤服務(wù)、師生基本生活后勤服務(wù)具有準(zhǔn)公共物品的性質(zhì),而師生一般生活后勤服務(wù)則屬于私人物品的范疇。 文章全面回顧建國以來廣西高校后勤服務(wù)供給模式的改革歷程,并重點(diǎn)對(duì)2000年以來的13年間,廣西高校后勤服務(wù)供給模式進(jìn)行重點(diǎn)的研究,對(duì)廣西高校后勤服務(wù)供給模式改革中存在的主要問題和原因進(jìn)行了分析。并在此基礎(chǔ)上,提出了進(jìn)一步深化廣西高校后勤服務(wù)供給模式改革的對(duì)策建議:(1)強(qiáng)化政府在高校后勤服務(wù)供給模式改革中的責(zé)任;(2)實(shí)行分類改革,根據(jù)教學(xué)科研類后勤服務(wù)、師生基本生活后勤服務(wù)和師生一般生活后勤服務(wù),這三類后勤服務(wù)的不同屬性,建立不同的后勤服務(wù)成本分擔(dān)機(jī)制;(3)加大高校后勤服務(wù)市場(chǎng)的開放力度;(4)培育多樣化的高校后勤服務(wù)供給主體;(5)構(gòu)建多元化的高校后勤服務(wù)運(yùn)行模式。
[Abstract]:Since the end of 1990s, with the rapid development of higher education in our country, higher demands have been put forward on the supply ability of logistics service in colleges and universities. For a long time, the logistics service of colleges and universities in our country has been in a single self-supply mode. In order to solve this problem, the Ministry of Education, since 1999, has vigorously promoted the socialization of logistics in colleges and universities throughout the country. Up to now, this reform has gone through more than 10 years and has made certain achievements. However, there is still a certain distance from the original goal of reform. How to further promote the reform, establish a logistics service supply model suitable for the socialist market economy, and maximize the utilization efficiency of university logistics resources, It has become an important problem for the administrative departments of government and colleges and universities to strengthen the ability of logistic service support and provide more powerful support for the development of higher education in China. Using the theory of public goods as an analysis tool, this paper analyzes the logistics service in colleges and universities, which is divided into teaching and scientific research service, basic life logistics service for teachers and students, and general life logistics service for teachers and students. And correctly distinguish the different attributes of these three kinds of logistics services: teaching and scientific research type logistics services, the basic life logistics services of teachers and students have the nature of quasi-public goods, while the general life logistics services of teachers and students belong to the category of private goods. This paper comprehensively reviews the reform course of the logistics service supply mode in Guangxi universities since the founding of the people's Republic of China, and focuses on the research on the logistics service supply mode in Guangxi colleges and universities during the 13 years since 2000. This paper analyzes the main problems and causes in the reform of the logistics service supply mode in Guangxi universities and colleges, and on this basis, This paper puts forward the countermeasures of further deepening the reform of the logistics service supply mode in Guangxi colleges and universities. The suggestions are: 1) strengthen the responsibility of the government in the reform of the logistics service supply mode in the universities and colleges, and carry out the classification reform according to the logistics service of teaching and scientific research. The basic life logistics services of teachers and students and the general life logistics services of teachers and students, the different attributes of these three kinds of logistics services, Establishing different logistic service cost sharing mechanism (3) increasing the opening of logistics service market in colleges and universities; (4) cultivating diversified logistics service providers in colleges and universities; (5) constructing a diversified operation mode of university logistics services.
