【摘要】：為了解決農(nóng)村教師匱乏和整體素質(zhì)偏低的問題,教育部決定從2004年開始實施“農(nóng)村學(xué)校教育碩士師資培養(yǎng)計劃”(簡稱“碩師計劃”)。該計劃是通過推薦免試攻讀教育碩士、“特崗計劃”等政策導(dǎo)向,鼓勵和吸引優(yōu)秀大學(xué)畢業(yè)生服務(wù)農(nóng)村教育事業(yè)的重要途徑,也是創(chuàng)新教師培養(yǎng)模式、造就大批高層次高素質(zhì)骨干教師的重要舉措。然而城鄉(xiāng)的現(xiàn)實差距以及農(nóng)村教育的復(fù)雜性,致使碩師計劃在實施過程中出現(xiàn)了一些問題。比如存在農(nóng)村教育碩士招生難、相關(guān)單位積極性不高、政策執(zhí)行不力、農(nóng)碩生培養(yǎng)質(zhì)量難保證、農(nóng)碩生流失嚴(yán)重等問題。為了更好的實施碩師計劃,相關(guān)單位應(yīng)該提高積極性并加強監(jiān)控、落實政策,同時兩校合作共同提高農(nóng)碩生的培養(yǎng)質(zhì)量,有關(guān)部門還要著力改善農(nóng)村學(xué)校工作環(huán)境,提高待遇,留住農(nóng)村教育碩士。
[Abstract]:In order to solve the problems of the shortage of teachers in rural areas and the low overall quality of teachers, In 2004, the Ministry of Education decided to implement the "Master of Education teacher training Program in Rural Schools" (abbreviated as the "Master of Education Program"), which is guided by policies such as recommending non-examination-free studies for master of education, "special post program", etc. The important way to encourage and attract the excellent university graduates to serve the rural education is also an important measure to innovate the teacher training mode and bring up a large number of high-level and high-quality backbone teachers. However, there is a real gap between urban and rural areas and the complexity of rural education. As a result, there are some problems in the implementation of the master's plan. For example, there are difficulties in recruiting masters in rural education, the enthusiasm of relevant units is not high, the implementation of policies is weak, and the quality of master's education in agriculture is difficult to guarantee. In order to better implement the master's program, the relevant units should increase their enthusiasm, strengthen monitoring and implement policies, and the two schools should work together to improve the training quality of agricultural master students. Relevant departments should also strive to improve the working environment of rural schools, improve treatment, and retain master of education in rural areas.
