我國高校中外合作辦學(xué)現(xiàn)狀分析及質(zhì)量保障對策研究

【摘要】:經(jīng)過多年的發(fā)展,跨境高等教育已成為一種全球性的教育現(xiàn)象,其教育模式不再局限于單純地輸送本國學(xué)生赴海外留學(xué),或者接受外國學(xué)生來本國學(xué)習(xí),而是通過項(xiàng)目合作或遠(yuǎn)程教育等方式,以機(jī)構(gòu)或項(xiàng)目的移動(dòng)代替學(xué)生移動(dòng),開展跨境高等教育,使全球跨境高等教育更加靈活地開展。為順應(yīng)時(shí)代發(fā)展潮流,發(fā)展我國跨境高等教育,緩解國內(nèi)高等教育的資源緊缺,我國正積極擴(kuò)大教育開放的力度,開展多種形式的跨境高等教育的活動(dòng),其中,中外合作辦學(xué)已經(jīng)取得了令人矚目的進(jìn)展,已然成為我國高等教育的重要組成部分。隨著中外合作辦學(xué)的發(fā)展規(guī)模不斷擴(kuò)大,保證中外合作辦學(xué)的辦學(xué)質(zhì)量,兌現(xiàn)教育承諾,培養(yǎng)高素質(zhì)人才不僅是我國政府以及中外合作院校所追求的目標(biāo),更是保證多方利益,確保中外合作辦學(xué)長久、可持續(xù)發(fā)展的關(guān)鍵所在。 中外合作辦學(xué)在積極拓展的同時(shí),暴露出一些制約其長遠(yuǎn)發(fā)展的問題。例如,“優(yōu)質(zhì)”資源的界定、公益與收益問題、產(chǎn)權(quán)歸屬問題、教育主權(quán)問題、質(zhì)量保障問題等等。各種問題,追根溯源,即是質(zhì)量保障問題。中外合作辦學(xué)質(zhì)量保障問題關(guān)系著中外合作辦學(xué)的目標(biāo)達(dá)成,其問題的解決對其他問題有著指引或者緩解作用。因此,中外合作辦學(xué)當(dāng)前重要工作就是構(gòu)建行之有效的質(zhì)量保障體系,為中外合作辦學(xué)的可持續(xù)發(fā)展提供保障,為解決相關(guān)衍生問題提供指導(dǎo)。 有鑒于此,本論文以我國中外合作辦學(xué)為研究對象,從跨境高等教育的角度,分析和闡述我國中外合作辦學(xué)現(xiàn)狀、趨勢、動(dòng)因、政策發(fā)展歷程和重心,并重點(diǎn)分析中外合作辦學(xué)的質(zhì)量保障體系。通過對揚(yáng)州大學(xué)與澳大利亞查理斯竇大學(xué)的中外合作辦學(xué)實(shí)踐的進(jìn)行分析研究,從內(nèi)部質(zhì)量保障體系的角度分析其辦學(xué)的優(yōu)勢、劣勢。在以上研究的基礎(chǔ)上,結(jié)合澳大利亞跨境高等教育經(jīng)驗(yàn),就如何完善中外合作辦學(xué)質(zhì)量保障體系給予對策與建議,以引導(dǎo)我國中外合作辦學(xué)事業(yè)的可持續(xù)發(fā)展。
[Abstract]:After years of development, cross-border higher education has become a global educational phenomenon. Its educational model is no longer limited to simply sending its own students to study abroad, or accepting foreign students to study in their own countries. Instead of moving students by means of project cooperation or distance education, we can carry out cross-border higher education in order to make the global cross-border higher education more flexible, in order to keep pace with the trend of development of the times. To develop cross-border higher education in China and alleviate the shortage of resources for domestic higher education, China is actively expanding the opening up of education and carrying out activities in various forms of cross-border higher education, among which, Sino-foreign cooperation in running schools has made remarkable progress and has become an important part of higher education in China. With the development of Chinese-foreign cooperation in running schools, the quality of Chinese-foreign cooperation in running schools has been continuously expanded, and the quality of Chinese-foreign cooperation in running schools has been fulfilled. Cultivating high-quality talents is not only the goal pursued by our government and Sino-foreign cooperative colleges, but also the key to ensure the long-term and sustainable development of Chinese-foreign cooperation. At the same time, it exposes some problems that restrict its long-term development. For example, the definition of "high quality" resources, the problems of public welfare and income, the ownership of property rights, the question of education sovereignty, Quality assurance problems and so on. All kinds of problems are traced back to the source, that is, quality assurance problems. The quality assurance problem of Chinese-foreign cooperative schools is related to the goal of Sino-foreign cooperation in running schools. Therefore, it is important to construct an effective quality assurance system to guarantee the sustainable development of Chinese-foreign cooperative schools. Provide guidance for solving related derivative problems. In view of this, this paper takes Sino-foreign cooperative education as the research object, from the perspective of cross-border higher education, analyzes and expounds the present situation, the trend, the motivation, the policy development course and the center of gravity of the Sino-foreign cooperative education in China. Through the analysis of the practice of Sino-foreign cooperation in running schools between Yangzhou University and Charles Dou University in Australia, the advantages of the system are analyzed from the perspective of internal quality assurance system. On the basis of the above research, combined with the experience of Australia's cross-border higher education, this paper gives some countermeasures and suggestions on how to perfect the quality assurance system of Sino-foreign cooperation in running schools, in order to guide the sustainable development of Sino-foreign cooperation in running schools in China.
