【摘要】: 服務(wù)貿(mào)易總協(xié)定的宗旨是增強(qiáng)國際貿(mào)易自由化,而“教育”被包含于服務(wù)項(xiàng)下。教育愈來愈被看成一種商品,消費(fèi)者購買其以求建立一套應(yīng)用于市場的技能;抑或被視為一種產(chǎn)品,為跨國公司、商業(yè)化的學(xué)術(shù)機(jī)構(gòu)和其它供應(yīng)者購買和出售。 高等教育服務(wù)貿(mào)易是一項(xiàng)商機(jī)巨大的產(chǎn)業(yè),包括招收留學(xué)生,海外建立大學(xué),特許授權(quán)辦學(xué)和遠(yuǎn)程教育。一些學(xué)者認(rèn)為服務(wù)貿(mào)易總協(xié)定是一股積極的力量,因?yàn)樗軌蚣铀偎綘I和外國高等教育供應(yīng)商的流入以填補(bǔ)國內(nèi)教育能力空缺;否定的觀點(diǎn)認(rèn)為自由化可能導(dǎo)致質(zhì)量保證中重要組成部分達(dá)成妥協(xié),并允許私營和外國高等教育供應(yīng)商壟斷最好的學(xué)生和最有利可圖的項(xiàng)目。 服務(wù)貿(mào)易總協(xié)定的宏觀框架下有包括國際規(guī)則、觀念及壁壘等在內(nèi)的特別要件,本文第一章和第二章就這些要件提供總體介紹。第三章和第四章分別列出了當(dāng)今教育服務(wù)貿(mào)易的主要理論基礎(chǔ)和四種服務(wù)供給模式。五個(gè)重要的英語國家均已建立起成熟的國內(nèi)教育服務(wù)市場,而又各具獨(dú)特的風(fēng)格與優(yōu)勢(shì)。幾個(gè)亞洲鄰國也已經(jīng)行動(dòng)起來希求從教育服務(wù)貿(mào)易中分得一份利益。第五章對(duì)這些國家的教育實(shí)踐和規(guī)則進(jìn)行考察,,以更好地了解了國際關(guān)系狀況并為中國的教育服務(wù)貿(mào)易找到具有競爭力的位置。加入WTO以來,中國教育圈也在積極地適應(yīng)單級(jí)世界,經(jīng)濟(jì)全球化和科技快速發(fā)展的國際局勢(shì)。第六章論述了中國教育服務(wù)貿(mào)易現(xiàn)狀和發(fā)展趨勢(shì),進(jìn)而在第七章分析了我國同外國的比較優(yōu)劣勢(shì)。尾章從政府功能和市場機(jī)制等方面試為中國教育服務(wù)貿(mào)易今后的發(fā)展提出建議。
