政策網(wǎng)絡(luò)視野下的中國(guó)素質(zhì)教育政策過(guò)程分析

【摘要】: 20世紀(jì)80年代至今,是中國(guó)社會(huì)發(fā)生深刻變革的時(shí)代。在這個(gè)深刻變革的時(shí)代,我國(guó)教育圍繞著“提高國(guó)家的綜合實(shí)力”、“推進(jìn)國(guó)家現(xiàn)代化進(jìn)程,全面建設(shè)小康社會(huì)”的目標(biāo),展開了一系列基礎(chǔ)性、開創(chuàng)性的改革。其中,最引人注目的改革是逐步確立了素質(zhì)教育的國(guó)家教育政策。素質(zhì)教育在社會(huì)轉(zhuǎn)型中經(jīng)過(guò)20余年的沉浮,于90年代成為國(guó)家教育政策,并且在世紀(jì)轉(zhuǎn)換中日臻完善。 政策網(wǎng)絡(luò)是一種探討國(guó)家與社會(huì)關(guān)系的概念。由于社會(huì)的發(fā)展日趨多元化,許多公共事務(wù)不再是只靠政府就得以決定。國(guó)家與社會(huì)成員的介入?yún)⑴c,使公私之間的界線不再?zèng)芪挤置。中央政府、地方政府、立法機(jī)關(guān)、民間團(tuán)體以及一般民眾等成員間的互動(dòng)頻繁,決策便在互動(dòng)的網(wǎng)絡(luò)中決定。本文嘗試以政策網(wǎng)絡(luò)的概念來(lái)分析我國(guó)的素質(zhì)教育政策過(guò)程。論文的研究重點(diǎn)在于政策制定過(guò)程中各參與行動(dòng)者的互動(dòng)方式與形成的網(wǎng)絡(luò)關(guān)系,主要采取個(gè)案研究的途徑,文獻(xiàn)分析的方法,以描繪出中國(guó)素質(zhì)教育的政策網(wǎng)絡(luò)型態(tài)與互動(dòng)模式。研究發(fā)現(xiàn),中國(guó)素質(zhì)教育的政策決策過(guò)程是先自下而上,然后自上而下的決策模式,決策者在政策過(guò)程中充分綜合了相關(guān)意見,,但是卻忽視了理論的先行性以及與基層執(zhí)行者的溝通與協(xié)調(diào),以致對(duì)政策推動(dòng)造成某種程度的阻礙。這項(xiàng)教育政策實(shí)施至今近10年,可以說(shuō)是爭(zhēng)議不斷。雖然理念方向獲得共識(shí),但配套措施、宣傳溝通、執(zhí)行策略及資源提供等卻受到質(zhì)疑與批評(píng)。筆者試圖在復(fù)雜的政策脈絡(luò)中,找出政策發(fā)展的線索,建立初步理論系統(tǒng)并推論得到部分的結(jié)論,作為研究素質(zhì)教育政策以及公共政策過(guò)程科學(xué)化、民主化的參考。
[Abstract]:Since the 1980s, China has undergone profound changes in its society. In this era of profound change, China's education revolves around the goals of "improving the comprehensive strength of the country", "promoting the process of national modernization and building a well-off society in an all-round way". A series of fundamental and groundbreaking reforms have been launched. Among them, the most striking reform is the establishment of the national education policy for quality education, which has experienced more than 20 years of ups and downs in the course of social transformation. It became a national education policy in the 1990 s and became more and more perfect in the transformation of the century. The policy network is a concept that explores the relationship between the state and the society. Because of the increasing diversity of social development, many public affairs are no longer determined by the government alone. So that the lines between public and private are no longer distinct. There is frequent interaction between members of the central government, local governments, the legislature, civil society and the general public. This paper attempts to use the concept of policy network to analyze the policy process of quality education in China. This paper mainly adopts the method of case study and literature analysis to describe the policy network pattern and interactive mode of quality education in China. The study finds that the policy decision-making process of quality education in China is from the bottom up to the top. Then the top-down decision-making model, the policy makers in the policy process in the full synthesis of relevant views, but the neglect of the theoretical antecedent, and the grass-roots implementation of communication and coordination, This education policy has been implemented for nearly 10 years, and can be said to be controversial. Although there is a consensus on the direction of the concept, it is accompanied by measures to promote communication. The author tries to find out the clues of policy development in the complex policy context, establish a preliminary theoretical system and infer some conclusions. As a reference for the study of quality education policy and the process of scientific and democratic public policy.
