【摘要】：正一、創(chuàng)建上海教育現(xiàn)代化的法治環(huán)境(一)確立教育現(xiàn)代化法治環(huán)境建設(shè)的目標(biāo)本市到2010年建設(shè)教育現(xiàn)代化法治環(huán)境的總目標(biāo)是:以憲法精神和“依法治國(guó)”基本方略為指引,遵循“法制統(tǒng)一”原則和“有法可依、有法必依、執(zhí)法必嚴(yán)、違法必究”的方針,落實(shí)科學(xué)發(fā)展觀和構(gòu)建和諧社會(huì)的要求,逐步建立、完善與社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制和社會(huì)主義民主、法制建設(shè)相
