【摘要】: 21世紀是世界科技日新月異、知識經(jīng)濟突飛猛進、國際競爭日趨激烈的世紀,也是中國基本實現(xiàn)現(xiàn)代化的世紀。在瞬息萬變的時代大潮中,科技和教育已成為推動現(xiàn)代化進程的主要推動力,并發(fā)揮著越來越重要的作用?茖W技術(shù)是第一生產(chǎn)力?萍嫉牟粩噙M步可以緩解人口、資源和環(huán)境對區(qū)域發(fā)展的壓力?萍歼M步導致了社會生產(chǎn)力的迅速提高,為人類帶來了巨大的物質(zhì)財富,已經(jīng)成為社會生產(chǎn)力發(fā)生質(zhì)的飛躍的重要標志。此外,科學技術(shù)的發(fā)展水平已經(jīng)成為衡量一個國家綜合國力的主要因素,成為衡量一個國家發(fā)達與否的重要標志。在國內(nèi)外的經(jīng)濟、社會發(fā)展中,科技進步所起的作用越來越大,科技進步對經(jīng)濟增長的貢獻已經(jīng)明顯超過資本和勞動力的作用。作為一種潛在的生產(chǎn)力,科學技術(shù)一旦運用到實踐中去,就會變成強大的物質(zhì)力量,成為發(fā)展生產(chǎn)和實現(xiàn)現(xiàn)代化的重要推動力量。 科技轉(zhuǎn)化為現(xiàn)實的推動力需要人力資源的支撐,人口的數(shù)量和質(zhì)量決定了人力資源發(fā)揮作用的效率水平。人口數(shù)量在一定程度上影響了人口素質(zhì)提高的程度和速度,并進一步影響經(jīng)濟和社會的可持續(xù)發(fā)展。而人口和勞動力素質(zhì)的提高依賴于教育水平,因此教育的發(fā)展是經(jīng)濟發(fā)展的根本大計。按照教育的公平性、普遍性和可獲得性的原則發(fā)展教育產(chǎn)業(yè),對社會經(jīng)濟環(huán)境優(yōu)化與發(fā)展具有重要意義。另外,不同區(qū)域地理及經(jīng)濟的差異性導致了教育水平的非均衡性,因此,只有從統(tǒng)籌規(guī)劃的角度將“治貧”與“治愚”相結(jié)合,才能提高勞動者的整體文化素質(zhì),逐步掌握科學技能,實現(xiàn)對現(xiàn)代化發(fā)展的推動作用。 我國在實現(xiàn)現(xiàn)代化的進程中應積極發(fā)展科技和教育。目前,“科教興國”已成為我國的一項基本國策。本文在閱讀和分析國內(nèi)外相關(guān)文獻以及調(diào)查、統(tǒng)計數(shù)據(jù)的基礎(chǔ)上,對科技、教育與現(xiàn)代化發(fā)展的關(guān)系進行了深入研究。首先,通過理論基礎(chǔ)和國內(nèi)外研究現(xiàn)狀的闡述對現(xiàn)代化基本內(nèi)涵和我國現(xiàn)代化階段進行界定,獲得了我國現(xiàn)代化發(fā)展的基本特征。并且對現(xiàn)代化發(fā)展的系統(tǒng)構(gòu)成進行了分析,從而認識到科技、教育對現(xiàn)代化的重要支撐作用。在此基礎(chǔ)上,為深入認識科技、教育與現(xiàn)代化的發(fā)展狀況,針對科技、教育與現(xiàn)代化發(fā)展進行了國際比較分析,反映出我國科技、教育與現(xiàn)代化的發(fā)展與國外發(fā)達國家存在較大差距,且國內(nèi)布局存在非均衡性。在第五章中,根據(jù)科技環(huán)境支撐主體的不同將科技系統(tǒng)分為“E型科技子系統(tǒng)”和“G型科技子系統(tǒng)”;根據(jù)教育對象的類型不同將教育系統(tǒng)分為“基礎(chǔ)教育子系統(tǒng)”“高等教育子系統(tǒng)”和“職業(yè)教育子系統(tǒng)”,并通過探索性因子分析方法對科技和教育系統(tǒng)的構(gòu)成要素進行識別。根據(jù)科技子系統(tǒng)和教育子系統(tǒng)的內(nèi)部結(jié)構(gòu),利用結(jié)構(gòu)方程模型(Structural Equation Modeling,簡稱為SEM)驗證了科技、教育系統(tǒng)與現(xiàn)代化發(fā)展的關(guān)系假設(shè),并從定量角度建立了科技、教育與現(xiàn)代化發(fā)展關(guān)系的機理模型。正是由于科技、教育與現(xiàn)代化發(fā)展的強相關(guān)性,論文第七章從資源有效配置的角度,采用非均一評價的DEA方法對科技、教育投入-產(chǎn)出系統(tǒng)的演化和分布效率進行了綜合評價。最后,根據(jù)科技、教育與現(xiàn)代化的系統(tǒng)分析、內(nèi)部作用機理及資源配置效率狀況測度的研究結(jié)論,提出了驅(qū)動我國現(xiàn)代化發(fā)展的對策與建議。
