誰為遠(yuǎn)程教育付費(fèi)——從普通培訓(xùn)和專門培訓(xùn)角度

【摘要】:遠(yuǎn)程教育作為一種特殊的教育形式,是學(xué)校教育系統(tǒng)和培訓(xùn)系統(tǒng)之間的橋梁。從在職培訓(xùn)的角度考察遠(yuǎn)程教育的特點(diǎn)和規(guī)律,有利于促進(jìn)二者的融合。人力資本理論將在職培訓(xùn)分為普通培訓(xùn)和專門培訓(xùn),認(rèn)為員工愿意為普通培訓(xùn)付費(fèi),而雇主更愿意為專門培訓(xùn)付費(fèi)。根據(jù)對遠(yuǎn)程教育在職學(xué)習(xí)者的調(diào)查實(shí)證發(fā)現(xiàn):整體而言,遠(yuǎn)程教育普通培訓(xùn)的成分越多,學(xué)習(xí)者自身為遠(yuǎn)程教育支付學(xué)費(fèi)的可能性越高,雇主為遠(yuǎn)程教育付費(fèi)的可能性越小,這支持了人力資本理論的經(jīng)典論斷。研究發(fā)現(xiàn),那些收入高,年齡大,工齡長,平常支出較少的學(xué)習(xí)者更有可能自己為遠(yuǎn)程教育付費(fèi)。就是說,將遠(yuǎn)程教育的辦學(xué)信息有效傳遞給那些平時(shí)消費(fèi)并不太積極的群體,有利于促進(jìn)遠(yuǎn)程教育的發(fā)展。
[Abstract]:As a special form of education, distance education is a bridge between school education system and training system. It is helpful to promote the integration of distance education to investigate the characteristics and laws of distance education from the point of view of on-the-job training. In human capital theory, on-the-job training is divided into general training and specialized training, which holds that employees are willing to pay for general training, while employers are more willing to pay for specialized training. According to the investigation of on-the-job learners in distance education, it is found that the more the components of general training in distance education as a whole, the higher the possibility that learners themselves pay tuition fees for distance education, and the less likely employers are to pay for distance education, which supports the classical conclusion of human capital theory. The study found that learners with high income, old age, long working years and less usual spending were more likely to pay for distance education on their own. That is to say, the information of distance education is effectively transmitted to those groups whose consumption is not very positive, which is beneficial to the development of distance education.
