【摘要】：切實將殘疾人教育納入國民教育體系,遏制最近5年出現(xiàn)的殘疾兒童少年入學率持續(xù)走低的勢頭,是"兩基"后教育發(fā)展的必然趨勢。本文提出在全國范圍內(nèi)實施"普殘教育燎原計劃",印發(fā)全國統(tǒng)一的殘疾兒童少年教育券,在接受義務(wù)教育的殘疾兒童"兩免一補"的基礎(chǔ)上,逐步免除服裝費、餐費、寄宿費、為完成學業(yè)所必須的康復器具費等全額費用,逐步將殘疾人教育受益面向?qū)W前、高中階段和高等教育延伸。
[Abstract]:It is an inevitable trend for the development of education after the "two bases" to bring the education of the disabled into the national education system and curb the downward trend of the enrollment rate of disabled children in the past five years. In this paper, the author puts forward the nationwide implementation of the "Common disabled Education Program" and the issuance of a nationwide unified voucher for disabled children and juveniles. On the basis of "two exemptions and one supplement" for children with disabilities who receive compulsory education, the cost of clothing, meals and boarding will be gradually waived. The full cost of rehabilitation equipment which is necessary to complete the education of the disabled is gradually extended to pre-school, senior high school and higher education.
