云南民國(guó)時(shí)期民族教育研究

【摘要】: 一、選題目的和意義 實(shí)施西部大開(kāi)發(fā),加快中西部地區(qū)發(fā)展,是黨中央面向新世紀(jì)作出的重大決策,是西部地區(qū)經(jīng)濟(jì)和社會(huì)發(fā)展的歷史轉(zhuǎn)折點(diǎn)。西部地區(qū)是我國(guó)少數(shù)民族聚居地區(qū),人口平均素質(zhì)比較低,文盲、半文盲的比例相當(dāng)高,缺乏一支符合要求的科學(xué)技術(shù)隊(duì)伍與經(jīng)濟(jì)管理隊(duì)伍,以及具有較高素質(zhì)的普通勞動(dòng)者,人才問(wèn)題成為了制約西部大開(kāi)發(fā)的瓶頸因素。因此,西部開(kāi)發(fā)的關(guān)鍵環(huán)節(jié)是人才資源的大開(kāi)發(fā),而西部的人才資源開(kāi)發(fā)很大程度上是少數(shù)民族的人才資源開(kāi)發(fā)。人才資源開(kāi)發(fā)的一個(gè)重要手段就是發(fā)展教育,要通過(guò)發(fā)展教育提高人的素質(zhì)。 民族教育是我國(guó)整個(gè)教育事業(yè)的重要組成部分,是實(shí)現(xiàn)民族地區(qū)現(xiàn)代化、建設(shè)小康社會(huì)的基礎(chǔ),也是增強(qiáng)中華民族凝聚力的重要手段。發(fā)展民族教育是培養(yǎng)少數(shù)民族人才的關(guān)鍵,它能促進(jìn)民族地區(qū)人們觀(guān)念的現(xiàn)代化,能促進(jìn)民族地區(qū)科技開(kāi)發(fā)和技術(shù)創(chuàng)新,并帶動(dòng)民族地區(qū)經(jīng)濟(jì)和社會(huì)的全面發(fā)展,實(shí)現(xiàn)小康目標(biāo)。西部少數(shù)民族地區(qū)要通過(guò)發(fā)展民族教育,提高國(guó)民整體素質(zhì),調(diào)整和完善勞動(dòng)者的知識(shí)結(jié)構(gòu),成為了西部大開(kāi)發(fā)的關(guān)鍵所在。 云南是我國(guó)的一個(gè)重要的少數(shù)民族聚居區(qū),其世居民族就有彝族、白族、納西族、哈尼族、傣族、傈僳族、佤族、拉祜族、景頗族、布朗族、阿昌族、普米族、怒族、德昂族、獨(dú)龍族、基諾族等20多個(gè)。發(fā)展民族教育,開(kāi)發(fā)云南民族地區(qū)的人才資源同樣是促進(jìn)云南經(jīng)濟(jì)和社會(huì)持續(xù)發(fā)展的重要手段。怎樣發(fā)展西部少數(shù)民族地區(qū)特別是云南民族地區(qū)的民族教育,已經(jīng)成為學(xué)術(shù)界研究的重要課題。民國(guó)時(shí)期,云南民族教育有一定程度的發(fā)展,同時(shí)也存在很多問(wèn)題。本課題的目的就是在綜合研究云南民國(guó)時(shí)期的民族教育實(shí)踐的基礎(chǔ)上,總結(jié)其經(jīng)驗(yàn)和教訓(xùn),為當(dāng)今發(fā)展民族教育提供有益的借鑒。 二、研究思路和方法 1、研究思路 本課題將從五個(gè)方面對(duì)云南民國(guó)時(shí)期的民族教育進(jìn)行綜合研究。首先是對(duì)民族教育以及民國(guó)時(shí)期云南民族教育的有關(guān)方面進(jìn)行簡(jiǎn)單介紹。然后是研究民國(guó)各級(jí)政府發(fā)展云南民族教育的政策及其云南近代學(xué)校教育的發(fā)展情況和存在的問(wèn)題,并且將它作為本課題的主要內(nèi)容進(jìn)行研究。然后研究云南少數(shù)民族傳統(tǒng)文化教育的情況,它主要包括民族家庭教育、民族社會(huì)教育和民族宗教教育。民族傳統(tǒng)文化教育是民國(guó)時(shí)期云南民族 教育的主體形式,在民族教育中占有重要地位。當(dāng)然,在當(dāng)今 的時(shí)代條件下,民族傳統(tǒng)教育的很多功能已經(jīng)被現(xiàn)代學(xué)校教育 所取代,但它仍然是整個(gè)民族教育系統(tǒng)的重要組成部分。接下 來(lái)研究基督宗教在云南少數(shù)民族地區(qū)的傳播概況特別是舉辦 教會(huì)教育的情況及其對(duì)云南民族教育的影響,因?yàn),在民?guó)時(shí) 期的云南,教會(huì)學(xué)校系統(tǒng)是教育大系統(tǒng)中的重要組成部分,在 一些偏遠(yuǎn)的山區(qū),教會(huì)學(xué)校的影響超過(guò)了政府辦的學(xué)校。最后, 在前面研究的基礎(chǔ)上,進(jìn)行綜合分析,總結(jié)出民國(guó)時(shí)期云南民 族教育的經(jīng)驗(yàn)教訓(xùn),以及在當(dāng)前西部大開(kāi)發(fā)進(jìn)程中對(duì)發(fā)展西部 特別是發(fā)展云南民族教育的借鑒意義。 2、研究方法 本課題以歷史唯物主義為指導(dǎo),綜合運(yùn)用歷史學(xué)、人類(lèi)學(xué)、 宗教學(xué)、教育學(xué)和社會(huì)學(xué)等學(xué)科的方法,,進(jìn)行研究。 三、基本觀(guān)點(diǎn)和新的創(chuàng)解 1、本課題是在學(xué)術(shù)界第一次將云南民國(guó)時(shí)期的民族教育 作為一個(gè)整體進(jìn)行綜合研究,它包括由各級(jí)政府舉辦的近代學(xué) 校教育、民族傳統(tǒng)文化教育和教會(huì)教育三個(gè)部分。 2、民國(guó)時(shí)期,各級(jí)政府對(duì)發(fā)展云南少數(shù)民族近代學(xué)校教 育是比較重視的,采取了一系列措施,也取得了一定的成績(jī)。 但是,由于社會(huì)性質(zhì)等因素的制約,近代學(xué)校教育是措施多而 成效有限,還存在很多問(wèn)題。 3、本課題比較系統(tǒng)地對(duì)教會(huì)學(xué)校的有關(guān)方面進(jìn)行了研究。 認(rèn)為,西方傳教士本著傳教的目的,在云南民族地區(qū)建立了教 會(huì)學(xué)校,在客觀(guān)上傳播了部分近代西方科學(xué)技術(shù)和文化知識(shí)及 其觀(guān)念,開(kāi)闊了人們的視野,提高了少數(shù)民族地區(qū)民眾一定的 文化水平,促進(jìn)了云南少數(shù)民族地區(qū)文化教育事業(yè)的發(fā)展;當(dāng) 然它也存在致命的局限性,帶來(lái)了比較嚴(yán)重的消極影響。 4、云南民族傳統(tǒng)教育特別是民族家庭教育和民族社會(huì)教 育作為民族教育的重要組成部分,在當(dāng)今民族教育中仍然發(fā)揮 著不可缺少的作用。 5、民國(guó)時(shí)期云南民族教育對(duì)當(dāng)前發(fā)展云南的民族教育, 促進(jìn)西部大開(kāi)發(fā)具有重要的借鑒意義。
