【摘要】：遠(yuǎn)程教育政策所涉及的范圍不僅涵蓋教育的各個(gè)領(lǐng)域,還與國(guó)家的經(jīng)濟(jì)、科學(xué)、技術(shù)等緊密相關(guān)。我國(guó)的遠(yuǎn)程教育發(fā)展可劃分為函授教育、廣播電視教育、現(xiàn)代遠(yuǎn)程教育三個(gè)階段,各階段的教育政策特點(diǎn)不一。尤其是新世紀(jì)以來(lái),我國(guó)遠(yuǎn)程教育進(jìn)一步得到黨和政府的高度重視,一系列促進(jìn)遠(yuǎn)程教育發(fā)展的政策文件的出臺(tái),使得遠(yuǎn)程教育伴隨著經(jīng)濟(jì)社會(huì)的進(jìn)程不斷發(fā)展壯大,為我國(guó)教育事業(yè)的整體發(fā)展做出了重要貢獻(xiàn)。本研究采用文獻(xiàn)研究、定量分析、理論分析以及政策分析等多種研究方法,對(duì)歷年來(lái)我國(guó)遠(yuǎn)程教育的政策法規(guī)進(jìn)行了系統(tǒng)的梳理,并依據(jù)大量公開(kāi)統(tǒng)計(jì)數(shù)據(jù),對(duì)我國(guó)遠(yuǎn)程教育政策發(fā)展及演變特征進(jìn)行了全面的分析。同時(shí),在借鑒國(guó)外相關(guān)政策經(jīng)驗(yàn)的基礎(chǔ)上,分析了我國(guó)遠(yuǎn)程教育面臨的問(wèn)題,為遠(yuǎn)程教育政策未來(lái)發(fā)展提供了對(duì)策建議。本研究對(duì)認(rèn)識(shí)和了解我國(guó)遠(yuǎn)程教育政策發(fā)展?fàn)顩r提供了較為全面的視角,以期為我國(guó)遠(yuǎn)程教育未來(lái)發(fā)展決策提供參考。
[Abstract]:The policy of distance education not only covers all fields of education, but also has a close relationship with national economy, science, technology and so on. The development of distance education in China can be divided into three stages: correspondence education, radio and television education and modern distance education. Especially since the new century, the distance education in our country has been attached great importance by the Party and the government. With the publication of a series of policy documents to promote the development of distance education, the distance education has been developing along with the process of economic and social development. It has made an important contribution to the overall development of education in our country. In this study, literature research, quantitative analysis, theoretical analysis and policy analysis are used to systematically comb the policies and regulations of distance education in China over the years, and based on a large number of open statistical data. This paper makes a comprehensive analysis of the development and evolution of distance education policy in China. At the same time, based on the experience of foreign countries, this paper analyzes the problems faced by distance education in China, and provides some suggestions for the future development of distance education policy. This study provides a more comprehensive perspective for the understanding and understanding of the development of distance education policy in China, in order to provide a reference for the future development of distance education in China.
