【摘要】：教育分權(quán)是最近幾十年世界教育改革最為重要的內(nèi)容之一。因為它在世界各國的實踐成效不一,特別是在發(fā)展中國家的實踐成效不理想,因而備受爭議。烏干達(dá)的教育分權(quán)改革為研究這一問題提供了一個很好的個案。從實踐來看,烏干達(dá)的教育分權(quán)既取得了一定的成績,但又面臨諸多挑戰(zhàn)和風(fēng)險。盡管如此,教育分權(quán)仍是烏干達(dá)改進(jìn)教育服務(wù)交付的希望所在。
[Abstract]:The decentralization of education is one of the most important contents of the education reform in the world in recent decades, because of its different achievements in practice in the world, especially in the developing countries. The reform of educational decentralization in Uganda provides a good case for the study of this issue. In practice, Uganda's educational decentralization has made some achievements. But there are many challenges and risks. Nevertheless, decentralization of education remains the hope of improving the delivery of education services in Uganda.
