【摘要】：國家助學(xué)貸款是資助高校家庭經(jīng)濟困難學(xué)生的重要渠道。2004年國家助學(xué)貸款新機制實施后,在教育部、省政府和國家開發(fā)銀行總行的領(lǐng)導(dǎo)和各有關(guān)部門的大力支持下,經(jīng)國家銀監(jiān)會批準(zhǔn),河南進行了國家開發(fā)銀行承辦國家助學(xué)貸款業(yè)務(wù)的試點。河南省教育廳與國家開發(fā)銀行河南省分行密切合作,探索建立了"強化高校管理,激勵約束并重,各方共擔(dān)風(fēng)險"的國家助學(xué)貸款工作模式,在全國產(chǎn)生了較大影響,被國內(nèi)一些主要媒體稱作"河南模式"。值國家助學(xué)貸款工作新機制實施十周年之際,本刊特摘編了2005年以來中央電視臺、《人民日報》、《光明日報》、《中國教育報》、《河南日報》、新華網(wǎng)、人民網(wǎng)等國內(nèi)主要媒體的重要報道,以見證國家助學(xué)貸款"河南模式"探索發(fā)展的歷程,對以后的河南省學(xué)生資助工作健康可持續(xù)的發(fā)展提供借鑒和思考。
[Abstract]:The national student loan is an important channel to fund the students with financial difficulties in colleges and universities. In 2004, the new mechanism of the national student loan was implemented in the Ministry of Education. With the leadership of the provincial government and the head office of the State Development Bank and the strong support of all relevant departments, the CBRC shall approve the case. Henan has carried out a pilot project in which the State Development Bank undertakes the national student loan business. The Department of Education of Henan Province, in close cooperation with the Henan Branch of the State Development Bank, has explored the establishment of "strengthening the management of colleges and universities with equal emphasis on incentives and constraints." The work mode of national student loan, which all sides share the risk, has had a great influence in the whole country. It has been called "Henan model" by some major media in our country, and it is the tenth anniversary of the implementation of the new mechanism of national student loan. Our magazine has compiled important reports on China Central Television, People's Daily, Guangming Daily, China Education Daily, Henan Daily, Xinhua net, people's Daily and other major domestic media since 2005. In order to witness the development of the "Henan model" of the state student loan, this paper provides a reference and reflection for the healthy and sustainable development of the student support work in Henan Province in the future.
