義務(wù)教育教師績(jī)效工資政策執(zhí)行失真研究

【摘要】:2008年12月21日,溫家寶總理在國(guó)務(wù)院常務(wù)會(huì)議宣布,從2009年1月1日起,在全國(guó)義務(wù)教育學(xué)校實(shí)施績(jī)效工資制度,并在會(huì)上通過(guò)了《關(guān)于義務(wù)教育學(xué)校實(shí)施績(jī)效工資的指導(dǎo)意見(jiàn)》,隨后,又發(fā)布了一系列與之配套的政策。從義務(wù)教育績(jī)效工資政策的內(nèi)容可以看出,其總體目的是通過(guò)發(fā)放績(jī)效工資,激勵(lì)廣大教職工從事教育教學(xué)的積極性,依法、切實(shí)提高他們的待遇,使這些優(yōu)秀的教師能夠堅(jiān)守在自己的教育教學(xué)崗位,從而推動(dòng)我國(guó)義務(wù)教育事業(yè)的發(fā)展。迄今為止,義務(wù)教育教師績(jī)效工資政策已實(shí)施了三年有余,雖然一定程度上提高了教師待遇、提高了他們的積極性,但在政策執(zhí)行過(guò)程中,由于政府相關(guān)部門(mén)、學(xué)校甚至是教師一些執(zhí)行行為的不當(dāng),導(dǎo)致此項(xiàng)政策的實(shí)施效果與政策目標(biāo)出現(xiàn)了不小的偏差。為了弄清楚在政策執(zhí)行過(guò)程中出現(xiàn)了那些失真行為、并導(dǎo)致了怎樣的失真結(jié)果,筆者通過(guò)切實(shí)的調(diào)研來(lái)發(fā)現(xiàn)問(wèn)題,并提出了相應(yīng)規(guī)避措施。 本文主要由五部分構(gòu)成。第一部分,對(duì)文章的研究背景、研究問(wèn)題、研究意義、研究方法進(jìn)行闡述,界定了教師績(jī)效工資、教育政策執(zhí)行、教育政策失真等概念,對(duì)有關(guān)義務(wù)教師工資改革、教育政策執(zhí)行失真等方面的研究現(xiàn)狀做了文獻(xiàn)綜述;第二部分,梳理了義務(wù)教育教師績(jī)效工資政策的目標(biāo),解讀了其內(nèi)容;第三部分,深入學(xué)校當(dāng)中,從教職工對(duì)此政策支持度、了解度以及對(duì)分配方案、考核方案的滿意度、公開(kāi)性等進(jìn)行了調(diào)研,并呈現(xiàn)調(diào)研結(jié)果;第四部分,分析了義務(wù)教育教師績(jī)效工資政策失真的情況,并從政府相關(guān)部門(mén)、學(xué)校、教師三個(gè)角度進(jìn)行了闡述;第五部分,,針對(duì)政策執(zhí)行失真的問(wèn)題,分別從政府相關(guān)部門(mén)、學(xué)校、教師三個(gè)構(gòu)思了若干建議。
[Abstract]:On December 21, 2008, Premier Wen Jiabao at the executive meeting of the State Council announced that from January 1, 2009 onwards, the implementation of performance pay system in compulsory education schools, and at the meeting on the implementation of guidance by the < >, performance pay compulsory school then, and issued a series of policies related to education. From the content of the duty of performance wage policy it can be seen that the overall objective is through the issuance of the performance salary, enthusiasm, encourage the majority of staff engaged in education and teaching in accordance with the law, and effectively improve their treatment, so that these excellent teachers can stick to their teaching positions, so as to promote the development of China's compulsory education. So far, the performance salary policy for compulsory education teachers has been implemented for more than three years, while a certain extent improve the treatment of teachers, improve their enthusiasm, but in the policy implementation process, because of the political Relevant government departments, schools and teachers are some improper execution behavior, resulting in the effect of this policy and the policy target deviation is not small. In order to make clear in the process of policy implementation the distortion behavior, and lead to the distortion of what kind of results, the author through practical investigation to find the problems, and put forward the corresponding measures to avoid.
This paper consists of five parts. The first part, the significance of the research on the research background, the research questions, research methods are presented in this paper, the definition of teacher performance pay, the implementation of education policy, education policy concept distortion, on duty teacher pay reform, research status and other aspects of the distortion of education policy has done a literature review; the second part, the performance salary policy of compulsory education teachers combed the goal of interpretation of its content; the third part, go to school, from the staff of this policy support, understanding and formulation on case, appraisal satisfaction, publicity and other research, and present research results; the fourth part analyzes the performance wage policy for compulsory education teachers distortion, and from the relevant government departments, schools, teachers in three aspects are expounded; the fifth part, the problem of distortion of the policy execution needle From the relevant government departments, schools and teachers, three suggestions were conceived.
