【摘要】：高等教育領(lǐng)域的權(quán)力腐敗現(xiàn)象在世界各國(guó)都引起了重視。西方國(guó)家的研究者對(duì)高等教育領(lǐng)域權(quán)力腐敗進(jìn)行分類(lèi)研究,將其歸納為經(jīng)營(yíng)權(quán)力腐敗、管理權(quán)力腐敗和學(xué)術(shù)權(quán)力腐敗三類(lèi)。在此基礎(chǔ)上,文章建立了包括認(rèn)知、需求、行為三個(gè)領(lǐng)域的高等教育權(quán)力腐敗觀測(cè)框架。應(yīng)用該觀測(cè)框架,針對(duì)俄羅斯和美國(guó)的高等教育權(quán)力腐敗現(xiàn)象進(jìn)行分析,通過(guò)關(guān)注大學(xué)所在國(guó)家或地區(qū)的社會(huì)道德認(rèn)知情況,觀察腐敗者的動(dòng)機(jī)、所利用的資源、利益點(diǎn)等因素,分析權(quán)力腐敗行為中的供求關(guān)系等,可以對(duì)高等教育領(lǐng)域權(quán)力腐敗現(xiàn)象作比較深入的考察。在全方位觀測(cè)的基礎(chǔ)上,西方國(guó)家從道德環(huán)境構(gòu)建、組織制度建設(shè)、關(guān)鍵環(huán)節(jié)控制三個(gè)方面,采取預(yù)防和解決腐敗問(wèn)題的對(duì)策,具有一定的借鑒和啟示意義。
[Abstract]:The phenomenon of power corruption in the field of higher education has attracted attention all over the world. Researchers in western countries classify power corruption in the field of higher education into three categories: management power corruption, management power corruption and academic power corruption. On this basis, the paper establishes an observation framework of power corruption in higher education, which includes cognition, demand and behavior. By using this observation framework, this paper analyzes the phenomenon of power corruption in higher education in Russia and the United States, and analyzes the phenomenon of power corruption in the field of higher education by paying attention to the social moral cognition of the countries or regions in which the university is located, observing the motivation, resources and interest points of the corruptors, and analyzing the relationship between supply and demand in the behavior of power corruption. On the basis of omni-directional observation, it is of great significance for western countries to take countermeasures to prevent and solve the problem of corruption from three aspects: the construction of moral environment, the construction of organizational system and the control of key links.
