【摘要】：科研評價作為科研管理手段之一,在推動高校創(chuàng)新轉型中具有重要導向功能。但對當前我國高�？蒲性u價規(guī)則的考察分析表明,其存在重數(shù)量增長、量化分析和評價的行政主導、模式統(tǒng)一、結果的功利化使用等弊端,阻礙了高�？蒲械慕】蛋l(fā)展,故應予變革。本文選取國外一些典型高�？蒲性u價規(guī)則,進行對比分析,發(fā)現(xiàn)其普遍以質量為評價導向、實行分類和基于文獻計量指標的同行評價、合理使用評價結果的做法,值得借鑒�；诖�,本文論證并提出了我國高校科研評價規(guī)則完善的取向與路徑,即重質量提升、定性判斷以促進原創(chuàng)性和高質量成果產(chǎn)出、構建不同學科與工作領域的分類評價體系、積極實施開放和長效的學術評價機制、重評價過程的內在改善以發(fā)揮科研評價對教師學術成長和專業(yè)發(fā)展的引領作用,進而推動高�？蒲袃�(yōu)質、高效、可持續(xù)發(fā)展。
[Abstract]:As one of the means of scientific research management, scientific research evaluation plays an important role in promoting the innovation and transformation of colleges and universities. However, the investigation and analysis of the current evaluation rules of scientific research in colleges and universities in our country show that it has the disadvantages such as the increase of quantity, the administrative leading role of quantitative analysis and evaluation, the unity of model, the utilitarian use of the results, and so on, which hinders the healthy development of scientific research in colleges and universities. Therefore, it should be changed. This paper selects some foreign typical universities' scientific research evaluation rules, carries on the comparative analysis, finds that it generally takes the quality as the evaluation direction, carries out the classification and the peer evaluation based on the literature measurement index, and makes rational use of the evaluation results, which is worth drawing lessons from. Based on this, this paper demonstrates and puts forward the orientation and path of perfecting the rules of scientific research evaluation in colleges and universities in our country, that is, emphasizing the improvement of quality, qualitative judgment to promote the output of original and high-quality achievements, and constructing the classification and evaluation system of different disciplines and fields of work. Active implementation of the open and long-term academic evaluation mechanism, emphasis on the internal improvement of the evaluation process in order to play a leading role in the academic growth and professional development of teachers, so as to promote the high-quality, high-efficiency and sustainable development of scientific research in colleges and universities.
