【摘要】：大學(xué)技術(shù)轉(zhuǎn)移是大學(xué)將具有應(yīng)用價(jià)值的科研成果向產(chǎn)業(yè)轉(zhuǎn)移的過(guò)程,其中廣泛存在著非正式關(guān)系。其形成原因包括降低大學(xué)技術(shù)轉(zhuǎn)移中的交易費(fèi)用、彌補(bǔ)正式關(guān)系網(wǎng)絡(luò)的缺失或不足、促進(jìn)隱性知識(shí)的有效轉(zhuǎn)移、中國(guó)特殊的文化背景等。非正式關(guān)系的存在對(duì)于大學(xué)技術(shù)轉(zhuǎn)移一方面起到了促進(jìn)作用,提升了技術(shù)轉(zhuǎn)移的數(shù)量和效果,簡(jiǎn)化了交易流程,有利于觸發(fā)多次技術(shù)轉(zhuǎn)移;另一方面,不利于正式規(guī)則和正式關(guān)系的建立,可能帶來(lái)一定的道德風(fēng)險(xiǎn)、廉政風(fēng)險(xiǎn)和法律風(fēng)險(xiǎn)等。正確認(rèn)識(shí)并合理利用非正式關(guān)系,對(duì)于促進(jìn)大學(xué)技術(shù)轉(zhuǎn)移發(fā)生及提高轉(zhuǎn)化效率,都具有重要意義。
[Abstract]:The transfer of university technology is a process in which universities transfer scientific research achievements of applied value to industry, among which informal relations exist widely. The reasons include reducing the transaction cost in the transfer of university technology, making up for the lack or deficiency of formal network, promoting the effective transfer of tacit knowledge, and the special cultural background of China, etc. The existence of informal relationship plays an important role in promoting the transfer of university technology, improving the quantity and effect of technology transfer, simplifying the transaction process and triggering multiple transfer of technology. On the other hand, it is not conducive to the establishment of formal rules and relations, which may bring some moral hazard, clean government risk and legal risk. The correct understanding and rational use of informal relations are of great significance to promote the occurrence of technology transfer and improve the efficiency of transformation in universities.
