【摘要】：單位制與項目制是兩種高等教育資源分配的制度機制。單位制下的高等教育資源分配以計劃與指令為方式、以單位整體為對象對高等教育進行宏觀建設(shè)。項目制下的高等教育資源分配以競爭為方式、以項目為對象對高等教育進行微觀建設(shè)。伴隨國家治理模式由計劃向市場的轉(zhuǎn)軌,高等教育資源分配制度逐漸從單位制向項目制轉(zhuǎn)換,并在兩者互動下決定了高等教育系統(tǒng)格局。單位制度對高等教育資源的"初次分配"與高等教育整體的"初次分割"決定了項目制度下高等教育資源分配格局;項目制度對高等教育資源的"再次分配"與高等教育整體的"再次分割"接續(xù)了單位制度下的高等教育格局。受單位制下分配格局的影響,作為當前高等教育資源分配的典型制度模式,項目制度下的高等教育資源競爭實質(zhì)是演繹了一場"確定論替代概率論、重復博弈可能性幾近為零"的競爭形態(tài),其結(jié)果只不過是完成了對高等教育的地位傳遞與再制。
[Abstract]:Unit system and project system are two institutional mechanisms of higher education resource allocation. The allocation of higher education resources under the unit system is based on the plan and instruction, and the macro construction of higher education is carried out on the basis of the unit as a whole. The distribution of higher education resources under the project system takes competition as the way and the project as the object to carry out the micro construction of higher education. With the transition of national governance model from planning to market, the system of resource allocation of higher education gradually changes from unit system to project system, and determines the pattern of higher education system under the interaction of the two systems. The "initial allocation" of higher education resources by unit system and the "initial division" of higher education as a whole determine the distribution pattern of higher education resources under the project system; The "redistribution" of higher education resources in the project system and the "re-partition" of the whole higher education system continue the pattern of higher education under the unit system. Influenced by the distribution pattern under the unit system, as a typical institutional model of the distribution of higher education resources at present, the competition of higher education resources under the project system is in essence deducing a "deterministic alternative probability theory". The possibility of repeated game is close to zero, and the result is only the status transfer and resystem of higher education.
