【摘要】：對(duì)自主招生政策的出臺(tái)背景及歷年政策文本的分析發(fā)現(xiàn),創(chuàng)新人才需求是其深層次的政策動(dòng)因,因而自招生的創(chuàng)新能力可以作為理性評(píng)價(jià)這項(xiàng)政策實(shí)施成效的一個(gè)重要維度。由此,文章利用對(duì)E大學(xué)自招生的調(diào)查數(shù)據(jù)和訪談資料考查了他們創(chuàng)新能力的表現(xiàn)特征并對(duì)背后的原因予以了剖析。研究發(fā)現(xiàn):相對(duì)于統(tǒng)招生,自招生的整體創(chuàng)新能力僅表現(xiàn)出微弱優(yōu)勢(shì);他們?cè)趧?chuàng)新品質(zhì)、創(chuàng)新技能、創(chuàng)新成果方面的表現(xiàn)差強(qiáng)人意,尚未能真正實(shí)現(xiàn)自主招生政策旨在選拔和培養(yǎng)創(chuàng)新人才的政策立意和價(jià)值追求。究其原因,既有選拔過(guò)程中對(duì)創(chuàng)新能力的認(rèn)識(shí)不足,缺乏科學(xué)評(píng)價(jià)標(biāo)準(zhǔn)的問(wèn)題,也有培養(yǎng)過(guò)程中創(chuàng)新人才成長(zhǎng)制度保障缺失的原因。
[Abstract]:The background of the independent enrollment policy and the analysis of the policy texts over the years show that the demand for innovative talents is its deep policy motivation, so the innovation ability of self-enrollment can be regarded as an important dimension for rational evaluation of the effectiveness of the policy. Therefore, the paper makes use of the investigation data and interview data of E University to examine the performance characteristics of their innovation ability and analyze the reasons behind it. The study found that the overall innovation ability of self-enrollment only showed a weak advantage compared with the whole enrollment system, and their performance in innovation quality, skills and achievements was not satisfactory. It is not possible to realize the policy idea and value pursuit of independent enrollment policy to select and train innovative talents. The reasons are not only lack of understanding of innovation ability in selection process, lack of scientific evaluation standard, but also lack of guarantee of innovation talent growth system in the process of training.
