從經(jīng)濟學命題到教育學命題——供給側改革之于高等教育發(fā)展意義審思

【摘要】:基于新供給管理思想的高等教育供給側改革必須首先進行教育學的審視。目前我國高等教育正處于從規(guī)模擴張向質量提升轉變的關鍵期,計劃經(jīng)濟管理模式的配額制影響根深蒂固,政府干預失靈和市場失靈的問題同時顯現(xiàn),人才供給制度中的價值缺失和制度錯配同時存在。高等教育供給側改革的核心是從"投入驅動"向"創(chuàng)新驅動"發(fā)展模式轉變,關鍵是處理好供給管理與需求管理的關系;高等學校供給側改革的經(jīng)濟學訴求是降低辦學成本、提高辦學效益,人才培養(yǎng)質量標準要兼顧"經(jīng)濟邏輯"與"人文邏輯"。
[Abstract]:The higher education supply-side reform based on the new supply management thought must first carry on the pedagogy examination. At present, China's higher education is in the key period of transition from scale expansion to quality improvement. The quota system of planned economy management mode is deeply rooted, and the problems of government intervention failure and market failure appear at the same time. The deficiency of value and the mismatch of system in the system of talent supply exist at the same time. The core of the supply-side reform of higher education is to change from "input driven" to "innovation-driven" development mode, the key is to deal with the relationship between supply management and demand management, and the economic appeal of supply-side reform in colleges and universities is to reduce the cost of running a school. To improve the efficiency of running a school, the quality standard of talent training should take into account both economic logic and humanistic logic.
