【摘要】：高校教育智庫在制度設(shè)計(jì)和機(jī)制運(yùn)作方面存在程度不同的缺失,必須進(jìn)行治理重建。高校教育智庫外部治理的重建包括建立高校教育智庫的監(jiān)管體制、完善重大教育決策意見征集和辯論制度、建立政府購買教育決策咨詢制度、健全教育輿論引導(dǎo)機(jī)制、建立高校教育智庫的經(jīng)費(fèi)管理制度、建立稅收審查機(jī)制等頂層設(shè)計(jì)。高校教育智庫內(nèi)部治理的重建包括健全法人治理機(jī)制、實(shí)行矩陣式組織管理、建立團(tuán)隊(duì)領(lǐng)導(dǎo)者培養(yǎng)制度、建立高校智庫專家分類管理機(jī)制與話語系統(tǒng)的構(gòu)建機(jī)制、建立績效考核制度、建立教育研究成果評(píng)價(jià)和應(yīng)用轉(zhuǎn)化機(jī)制、建立資金募集機(jī)制等協(xié)同推進(jìn)。
[Abstract]:There are some deficiencies in the institutional design and mechanism operation of the educational think tank in colleges and universities, so it is necessary to carry out governance and reconstruction. The reconstruction of the external governance of the university educational think tank includes the establishment of the supervision system of the university education think tank, the perfection of the system of soliciting and debating opinions on major educational decisions, the establishment of the consultation system of government purchasing educational decision, and the improvement of the guiding mechanism of educational public opinion. The top level design, such as establishing the fund management system of the university education think tank and establishing the tax review mechanism, etc. The reconstruction of the internal governance of the university education think tank includes perfecting the legal person governance mechanism, implementing the matrix organization management, establishing the team leader training system, establishing the expert classification management mechanism and the construction mechanism of the discourse system of the university think tank. The system of performance appraisal, the mechanism of evaluation and application of educational research achievements and the mechanism of raising funds are set up.
