中東歐教育絲綢之路路徑探析——基于《2006-2015愛(ài)沙尼亞高等教育戰(zhàn)略》的分析

【摘要】:構(gòu)筑中東歐教育絲綢之路,中國(guó)應(yīng)主動(dòng)對(duì)接沿線國(guó)家的發(fā)展需求。作為中東歐國(guó)家的典型代表,愛(ài)沙尼亞在《2006-2015愛(ài)沙尼亞高等教育戰(zhàn)略》中設(shè)置了四大行動(dòng),即高等教育的質(zhì)量保障行動(dòng)、高等教育緊密對(duì)接技能型人才市場(chǎng)需求的行動(dòng)、高等教育緊密結(jié)合科學(xué)研究的行動(dòng)和構(gòu)建高等教育資助體系的行動(dòng)。而在該戰(zhàn)略實(shí)施過(guò)程中,愛(ài)沙尼亞所接收留學(xué)生在來(lái)源國(guó)家分布、專業(yè)領(lǐng)域、培養(yǎng)層次三方面均未滿足這四大行動(dòng)所圍繞的國(guó)家發(fā)展需求。為對(duì)接這些需求,建議我國(guó)構(gòu)筑中東歐教育絲綢之路,加大資助力度,促進(jìn)與中東歐沿線國(guó)家之間高等教育的互動(dòng)往來(lái),著重與中東歐沿線國(guó)家聯(lián)合培養(yǎng)技能型、研究型人才,并重點(diǎn)發(fā)展歐洲語(yǔ)言、自然科學(xué)和工程技術(shù)學(xué)科領(lǐng)域。
[Abstract]:As a typical representative of the central and Eastern European countries, Estonia has set up four major actions in the <2006-2015 Estonia higher education strategy, namely the quality assurance action of higher education, and the action of the higher education and education on the market demand for skilled talents. In the course of the implementation of the strategy, higher education is closely integrated with the action of scientific research and the construction of the system of higher education funding. In the course of the implementation of the strategy, three aspects of the overseas students in Estonia are not satisfied with the national development needs of the four major actions. To build the Silk Road in the Middle East and Europe, strengthen the financial support, promote the interaction with the countries along the Middle East and Europe, and focus on developing the skills and research talents jointly with the countries along the Middle East and Europe, and focusing on the development of the European language, the natural science and engineering technology fields.
