教育對外開放背景下的全球性大學研究

【摘要】:二十一世紀以來,隨著全球化的發(fā)展,全球范圍內大學的教師流動、學生流動、課程、學術項目交流等蓬勃發(fā)展。大學在全球建設多個跨國校區(qū),其辦學目的和行動彰顯全球性,高等教育國際化呈現(xiàn)出一種新的發(fā)展形式,全球性大學正在悄然形成。全球性大學開設全球性課程,鼓勵全球問題研究,促進師生全球流動,倡導全球學術交流和合作,將國際和多元文化體驗與視角全方位地融合入教學、科研和服務之中。與此同時,我國大學在建設"雙一流"和擴大教育對外開放過程中,積極探索和尋求發(fā)展之路,一些大學開始境外辦學的嘗試,期望在全球化環(huán)境中贏得發(fā)展,發(fā)展為全球性大學。然而可資借鑒的經(jīng)驗和相關研究卻很有限,對于全球性大學的內涵特色、管理策略、問題挑戰(zhàn)等相關的理論研究與實踐探討都較為缺乏,這是本研究開展的目的和基本動力。本文以全球性大學為研究對象,擬展現(xiàn)和分析全球性大學的基本特征、發(fā)展特色以及面臨的問題與挑戰(zhàn),并對我國大學境外辦學的發(fā)展和創(chuàng)建全球性大學提供建議。全球性大學在發(fā)展過程中,呈現(xiàn)出不同于一般大學的特色之處,也面臨著諸多需要重視和解決的問題及挑戰(zhàn)。本研究基于全球性大學是全球公共商品,以及整體協(xié)同發(fā)展的一個有機系統(tǒng)的認識,借鑒全球一體化和本地反應理論作為觀察線索,就全球性大學的學術和行政管理的特點、全球性大學發(fā)展特色與挑戰(zhàn)等問題進行梳理。研究主要采用了文獻分析、比較分析等方法,對一些全球性大學進行觀察和分析,并以訪談獲得的一手資料作為觀點的支撐與補充。從大學這一中觀層面展開,主要從學生發(fā)展、師資開發(fā)、課程設置和科學研究等方面探討全球性大學的學術發(fā)展特色;并重點從校長的領導力、組織架構、資產(chǎn)管理、風險管控等方面探討全球性大學的行政管理創(chuàng)新。最后,通過提煉全球性大學發(fā)展特色與挑戰(zhàn),以全球性大學的視角,對我國高等教育對外開放提出建議,尤其是中外合作大學的辦學以及創(chuàng)建中國特色的全球性大學的發(fā)展進行探討。通過研究得出,全球性大學的特征是辦學目的和行動的全球性。全球性大學目前的發(fā)展在全球一體和本地化之間尋求某種平衡與結合。我國大學在境外辦學時,需要考慮全球一體化與本地反應之間的平衡問題,以及大學各校區(qū)間的協(xié)同發(fā)展。大學的戰(zhàn)略制定要符合和服務于國家戰(zhàn)略,依托國家和地方支持,吸引全球資源,提升大學質量,創(chuàng)建中國特色的全球性大學。全球性大學是新生事物,仍處于不斷發(fā)展和變化之中,短短二十多年的發(fā)展,尚不足以顯現(xiàn)其全部特征要素,對于全球性大學的研究,需要持續(xù)觀察。本篇論文試圖對這一現(xiàn)象進行研究,并融入觀察者的觀點和個人的判斷。從而期望大家可以更深刻地了解全球性大學這一新生事物,并鼓勵更多的人持續(xù)關注,參與對全球性大學的研究。
[Abstract]:Since the 21 century, with the development of globalization, the flow of university teachers, students, courses, academic programs, etc. Universities are building many transnational campuses around the world, their purpose and action of running a school is global, the internationalization of higher education presents a new form of development, and the global universities are quietly forming. Global universities offer global courses to encourage research on global issues, promote the global flow of teachers and students, advocate global academic exchanges and cooperation, and integrate international and multicultural experiences and perspectives into teaching, research and service. At the same time, in the process of constructing "double first-class" and opening up to the outside world, Chinese universities actively explore and seek the way of development. Some universities have begun to try to run schools abroad in the hope of winning development in the context of globalization. Develop into a global university. However, the experience and relevant research can be used for reference is very limited, for the connotation of the characteristics of global universities, management strategies, problems and challenges, and other related theoretical research and practical research are relatively lacking, which is the purpose and basic motivation of this study. Taking global universities as the research object, this paper intends to show and analyze the basic characteristics, development characteristics, problems and challenges faced by global universities, and provide suggestions for the development of overseas universities in China and the establishment of global universities. In the process of development, global universities are different from other universities and face many problems and challenges that need to be paid attention to and solved. This study is based on the understanding that global universities are global public goods and an organic system of overall synergistic development. Using the theory of global integration and local response as a clue of observation, the characteristics of academic and administrative management of global universities are discussed. The global university development characteristic and the challenge and so on question carries on the comb. The research mainly adopts the methods of literature analysis and comparative analysis to observe and analyze some global universities and take the first-hand data obtained from interviews as the support and supplement of the viewpoint. Starting from the middle level of university, this paper mainly discusses the academic development characteristics of global universities from the aspects of student development, teacher development, curriculum design and scientific research, and focuses on the leadership, organizational structure and asset management of the president. This paper discusses the innovation of administrative management in global universities in the aspects of risk management and management. Finally, by refining the characteristics and challenges of the development of global universities, and from the perspective of global universities, the paper puts forward some suggestions for the opening up of China's higher education to the outside world. In particular, the development of Sino-foreign cooperative universities and the establishment of global universities with Chinese characteristics are discussed. Through the study, the characteristics of the global university is the purpose and action of the global. The current development of global universities seeks some balance and integration between global integration and localization. The balance between global integration and local response should be taken into account when running a university abroad, and the cooperative development of each university should be taken into account. The university strategy should conform to and serve the national strategy, rely on national and local support, attract global resources, improve the quality of the university, and create a global university with Chinese characteristics. The global university is a new thing, it is still in the process of development and change. The development of the global university is not enough to show all its characteristic elements, and the research of the global university needs to be continuously observed. This paper attempts to study this phenomenon and incorporate the viewpoint of the observer and personal judgment. We hope that we can understand this new thing more deeply and encourage more people to pay more attention and participate in the research of global universities.
