【摘要】：權(quán)力與利益如影隨形。在大學外部治理中,"府學關(guān)系"的核心問題在于厘清政府與大學的權(quán)力邊界。從大學出發(fā)與從政府出發(fā)的邏輯起點,前者強調(diào)高深知識,后者注重公共利益。行政利益施壓與"誘惑"下,以致大學與政府間的權(quán)力邊界陷入模糊的樣態(tài),即:顯性層面,行政權(quán)力越軌而行;隱性層面,行政文化與制度慣性侵蝕大學自主權(quán)。實現(xiàn)大學與政府的共同利益,需界定二者的權(quán)力邊界,厘清權(quán)力歸屬。堅持落實簡政與放權(quán)政策,強化權(quán)威認同與落實自主權(quán),完善程序與法治調(diào)控體系,以提供更優(yōu)質(zhì)的高等教育服務(wù)。
[Abstract]:Power and interests go hand in hand. In the external governance of the university, the core problem of the "Fuxue relationship" lies in clarifying the power boundary between the government and the university. Starting from university and from government, the former emphasizes advanced knowledge and the latter emphasizes public interest. Under the pressure of administrative interest and "temptation", the power boundary between university and government falls into a vague state, that is, dominant level, administrative power transgression, hidden level, administrative culture and institutional inertia erode university autonomy. In order to realize the common interests of university and government, we should define their power boundary and clarify the ownership of power. We should adhere to the policy of simple administration and decentralization, strengthen the authority recognition and autonomy, perfect the system of procedure and rule of law, so as to provide higher education service with better quality.
