【摘要】：創(chuàng)業(yè)是未來(lái)國(guó)家經(jīng)濟(jì)活力的來(lái)源,創(chuàng)業(yè)者的成功不僅能創(chuàng)造社會(huì)財(cái)富,還能增加就業(yè)機(jī)會(huì),改善大眾的生活。當(dāng)前,國(guó)家鼓勵(lì)大眾創(chuàng)業(yè)、萬(wàn)眾創(chuàng)新,在政策上給予創(chuàng)新創(chuàng)業(yè)的大力支持,這更加激發(fā)了大眾的創(chuàng)業(yè)熱情。其中,創(chuàng)業(yè)園作為一個(gè)新型的創(chuàng)業(yè)平臺(tái),通過(guò)為企業(yè)與創(chuàng)業(yè)者提供場(chǎng)地、輔導(dǎo)、政策、信息、咨詢(xún)、培訓(xùn)等各類(lèi)創(chuàng)業(yè)服務(wù),幫助企業(yè)發(fā)展壯大。因此,如何提升創(chuàng)業(yè)園創(chuàng)業(yè)綜合服務(wù)能力,成為創(chuàng)業(yè)園發(fā)展面臨的重要問(wèn)題。本文所研究的湘潭大學(xué)生科技創(chuàng)業(yè)園在湖南人社廳與湘潭市政府的支持下,構(gòu)建了一整套服務(wù)體系,為園內(nèi)創(chuàng)業(yè)企業(yè)提供了有力保障,促進(jìn)其發(fā)展壯大。本文通過(guò)實(shí)地訪談與研究發(fā)現(xiàn),園區(qū)為創(chuàng)業(yè)企業(yè)提供有關(guān)創(chuàng)業(yè)服務(wù)時(shí),出現(xiàn)了服務(wù)流程不暢、服務(wù)人員低效、服務(wù)層次較淺及服務(wù)模式滯后問(wèn)題,其原因在于政策體系支撐不力、人才機(jī)制激勵(lì)不足、服務(wù)協(xié)同性較弱、服務(wù)信息不對(duì)稱(chēng)。在大眾創(chuàng)新創(chuàng)業(yè)積極發(fā)展的趨勢(shì)中,總結(jié)湘潭大學(xué)生科技創(chuàng)業(yè)園創(chuàng)業(yè)服務(wù)發(fā)展?fàn)顩r,借鑒其他大學(xué)生創(chuàng)業(yè)孵化基地服務(wù)體系建設(shè)經(jīng)驗(yàn),從完善基本服務(wù)、專(zhuān)業(yè)服務(wù)、第三方服務(wù)三方面入手,提出具體相應(yīng)對(duì)策以促進(jìn)湘潭大學(xué)生科技創(chuàng)業(yè)園創(chuàng)新創(chuàng)業(yè)服務(wù)體系建設(shè),構(gòu)建完整服務(wù)鏈,加快園區(qū)創(chuàng)業(yè)企業(yè)成長(zhǎng),實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)快速發(fā)展。
[Abstract]:Entrepreneurship is the source of national economic vitality in the future. The success of entrepreneurs can not only create social wealth, but also increase employment opportunities and improve the life of the masses. At present, the state encourages the masses to start an enterprise, the masses innovates, gives the innovation entrepreneurship the vigorous support in the policy, this has stimulated the masses to start the enterprise the enthusiasm even more. Among them, as a new entrepreneurial platform, entrepreneurial park helps enterprises to develop and grow by providing space, guidance, policy, information, consultation, training and other entrepreneurial services for enterprises and entrepreneurs. Therefore, how to improve the entrepreneurial park comprehensive service capacity, become an important problem facing the development of entrepreneurial park. Under the support of Hunan people's Social Office and Xiangtan City Government, the Xiangtan University Science and Technology Entrepreneurship Park, studied in this paper, has constructed a set of service system, which provides a strong guarantee for the enterprising enterprises in the park and promotes its development and growth. Through field interviews and research, this paper finds that the service flow is not smooth, the service staff is inefficient, the service level is relatively shallow and the service mode is lagging behind when the park provides related entrepreneurial services for the entrepreneurial enterprises. The reasons are that the policy system is weak, the talent mechanism is insufficient, the service synergy is weak, and the service information is asymmetric. In the trend of the positive development of mass innovation and entrepreneurship, this paper summarizes the development of the entrepreneurial service of Xiangtan University students' Science and Technology Entrepreneurship Park, and draws lessons from the experience of other university students' construction of service system of entrepreneurial incubating base, from perfecting the basic service and professional service. Starting with the three aspects of third party service, this paper puts forward specific countermeasures to promote the construction of innovative service system in Xiangtan University students Science and Technology Entrepreneurship Park, to construct a complete service chain, to speed up the growth of entrepreneurial enterprises in the park, and to realize the rapid development of economy and society.
