從外國人留學(xué)生政策看日本人才戰(zhàn)略

【摘要】:隨著全球化的深入,人口的流動也變得頻繁起來。在新環(huán)境下,各國政府都認(rèn)識到了想要在競爭中立于不敗之地,人才競爭才是核心。日本政府也十分重視人才,特別是在老齡化少子化導(dǎo)致的勞動力不足的背景下,廣泛大量的招收綜合素質(zhì)較高,具有國際視野的人才就顯得尤為重要。因此日本政府重視教育,加大教育財政投入,從小培養(yǎng)學(xué)生國際視野;同時,擴大招收留學(xué)生,數(shù)量上由最初的10萬提高到30萬,吸引具有國際視野的留學(xué)生。二戰(zhàn)后,作為戰(zhàn)敗國的日本百廢待興,美國的扶持,政府政策的導(dǎo)向,日本國民自身的努力等多方面的原因,1955年開始,日本經(jīng)濟由戰(zhàn)后經(jīng)濟復(fù)興期進入高速成長期,迅速成為世界第二大經(jīng)濟強國。日本學(xué)者和官方也一致認(rèn)為“經(jīng)濟發(fā)展主要是依靠生產(chǎn)效率的提高,而決定生產(chǎn)效率的重要因素則是勞動力:勞動力素質(zhì)的高低直接決定著生產(chǎn)效率。”所以日本政府在加大本國教育的同時,先后兩次提出留學(xué)生政策。中國作為發(fā)展中國家,經(jīng)濟雖然不如日本發(fā)達(dá),但是在也有本國獨有的優(yōu)勢,人口充足,基礎(chǔ)教育扎實等等。因此我們要吸收借鑒日本成功的地方。本文利用閱讀圖書館資料和實地調(diào)查的方法,收集資料進行對比分析、總結(jié),對日本的留學(xué)生政策的背景、流程、原因等等方面進行分析。其中主要以日本先后提出的10萬留學(xué)生政策和30萬留學(xué)生政策為為中心進行論述,再結(jié)合我國的實際國情,得出我國可以借鑒的地方。日本作為發(fā)達(dá)國家,教育在國家經(jīng)濟發(fā)展中起到很大作用,留學(xué)生更是新世紀(jì)人才競爭的重要環(huán)境。中國作為發(fā)展中國家,在學(xué)習(xí)日本外國人留學(xué)生成功的經(jīng)驗的同時,更應(yīng)該結(jié)合我國的實際國情,在全球化競爭的進程中,選擇適合我過人才保護和人才競爭的路線。
[Abstract]:With the deepening of globalization, population mobility has become frequent. In the new environment, governments all over the world realize that the talent competition is the core if they want to be invincible in the competition. The Japanese government also attaches great importance to talents, especially under the background of the shortage of labor force caused by the aging of minority children. Therefore, the Japanese government attaches great importance to education, increases its financial investment in education, and raises students' international vision from childhood. At the same time, the number of foreign students is increased from the initial 100000 to 300000 to attract students with international horizons. After World War II, Japan, as a defeated country, experienced a great deal of waste and prosperity, supported by the United States, guided by government policies, and the efforts of the Japanese people themselves. Since 1955, the Japanese economy has entered a period of rapid growth from the period of economic revival after the war. It quickly became the world's second largest economic power. Japanese scholars and officials also agree that "economic development mainly depends on the improvement of production efficiency, and the important factor determining production efficiency is labor force: the quality of labor force directly determines the production efficiency." Therefore, the Japanese government in the increase in education at the same time, two times put forward a foreign student policy. As a developing country, China's economy is not as developed as Japan's, but it also has its own unique advantages, such as adequate population, solid basic education and so on. So we should draw lessons from Japan's success. Based on the methods of reading library materials and field investigation, this paper makes a comparative analysis and summary of the data collected, and analyzes the background, process, reasons and so on of the policy of Japanese students studying abroad. This paper mainly discusses the policy of 100000 foreign students and 300000 foreign students put forward successively by Japan, and then combines with the actual situation of our country, and draws the points that our country can use for reference. Japan as a developed country, education plays a great role in the national economic development, and the international students are the important environment for talent competition in the new century. As a developing country, while learning from the successful experience of Japanese foreign students, China should, in the process of globalization competition, choose a route suitable for the protection of talents and the competition for talents.
