【摘要】：高校、企業(yè)和政府三大創(chuàng)新主體間聯(lián)動(dòng)關(guān)系對(duì)區(qū)域創(chuàng)新的影響是學(xué)界關(guān)注熱點(diǎn)之一。以往的研究在方法上的缺陷導(dǎo)致其結(jié)論的準(zhǔn)確性需要重新估計(jì)。文章基于2005~2012年中國186個(gè)地級(jí)及以上城市的面板數(shù)據(jù),運(yùn)用空間計(jì)量模型和更加細(xì)致的空間計(jì)量單元考察官產(chǎn)學(xué)合作對(duì)區(qū)域創(chuàng)新的影響。結(jié)果顯示,官、產(chǎn)、學(xué)合作并不是預(yù)想的那樣對(duì)區(qū)域創(chuàng)新有促進(jìn)作用,相反政府過多地參與高�？蒲袝�(huì)對(duì)區(qū)域創(chuàng)新產(chǎn)生負(fù)向影響,而校企合作對(duì)區(qū)域創(chuàng)新也沒有表現(xiàn)出顯著的促進(jìn)作用;高校的研發(fā)人員投入和研發(fā)資金投入均對(duì)區(qū)域創(chuàng)新有促進(jìn)作用,其中研發(fā)資金投入的影響存在滯后性;區(qū)域創(chuàng)新在市域間存在正向溢出效應(yīng)。研究認(rèn)為,目前官產(chǎn)學(xué)合作對(duì)區(qū)域創(chuàng)新的影響并未達(dá)到預(yù)期效果,改進(jìn)的方向除校企合作有待繼續(xù)加強(qiáng)外,政府應(yīng)在官產(chǎn)學(xué)合作中主要扮演調(diào)控者角色;高校的研發(fā)人員和資金投入力度還需進(jìn)一步加大;同時(shí)也要克服行政壁壘,促進(jìn)區(qū)域創(chuàng)新的正向溢出。
[Abstract]:The influence of the linkage relationship among the innovation subjects of universities, enterprises and governments on regional innovation is one of the hot topics in academic circles.The methodological shortcomings of previous studies have led to the need to reassess the accuracy of its conclusions.Based on the panel data of 186 cities at prefectural level and above in China from 2005 to 2012, this paper uses the spatial metrological model and a more detailed spatial measurement unit to investigate the influence of the cooperation of government, industry and school on regional innovation.The results show that the cooperation among officials, industry and students does not promote regional innovation as expected. On the contrary, excessive government participation in scientific research in colleges and universities will have a negative impact on regional innovation.But the cooperation of school and enterprise has no significant promoting effect on regional innovation. The investment of R & D personnel and R & D funds in colleges and universities can promote regional innovation, among which the influence of R & D investment is lagging behind.There is a positive spillover effect between the regions of regional innovation.The research shows that the influence of the cooperation between the government industry and the university on the regional innovation has not reached the expected effect at present. Besides the cooperation between the school and the enterprise should continue to be strengthened, the government should mainly play the role of the regulator in the cooperation between the government industry and the university.The R & D personnel and capital investment of colleges and universities need to be further increased, and the administrative barriers should be overcome to promote the positive spillover of regional innovation.
