【摘要】：提供有效的知識供給以支撐國家經(jīng)濟(jì)社會發(fā)展所涉及的政策研究過程并最終影響決策是高校智庫的職責(zé)。透過改革開放以來的高校智庫知識供給范式觀察,其實質(zhì)上是一種偏重于"規(guī)模擴(kuò)張"的知識供給范式,并藉此實現(xiàn)了趕超式發(fā)展,很好地實現(xiàn)了建設(shè)智庫大國的使命和任務(wù)。從高校智庫知識供給體系內(nèi)外部發(fā)展條件上觀察,以數(shù)量為核心的"規(guī)模擴(kuò)張"發(fā)展已經(jīng)難以為繼,高校智庫知識供給范式應(yīng)向以質(zhì)量為核心的"內(nèi)涵提升"供給范式轉(zhuǎn)型,立足中國特色實踐,推進(jìn)知識供給側(cè)改革,圍繞問題和政策源流,激發(fā)知識生產(chǎn)要素活力,形成恪守自身傳統(tǒng)和價值的政策學(xué)派及其理論體系。
[Abstract]:It is the responsibility of the university think tank to provide effective knowledge supply to support the policy research process involved in the national economic and social development and ultimately influence the decision-making.Through the observation of knowledge supply paradigm of university think-tank since the reform and opening up, its essence is a kind of knowledge supply paradigm which emphasizes on "scale expansion", and thus realizes the development of catch-up type, and realizes the mission and task of building a large country of think-tank.From the view of the internal and external development conditions of the knowledge supply system of university think tanks, the development of "scale expansion" with the core of quantity as the core has been difficult to continue, and the paradigm of knowledge supply of university think tanks should be transformed into the "intension promotion" supply paradigm with quality as the core.Based on the practice of Chinese characteristics, we should promote the knowledge supply-side reform, stimulate the vitality of the factors of knowledge production around the problems and policies, and form the school of policy and its theoretical system that adheres to its tradition and value.
