【摘要】：現(xiàn)有研究一般用決策科學(xué)化、民主化和知識(shí)轉(zhuǎn)型來(lái)解釋近年來(lái)高校智庫(kù)的興起,然而這兩者都只是高校智庫(kù)興起的宏觀背景,并未揭示高校智庫(kù)興起的微觀動(dòng)力機(jī)制。借鑒政策執(zhí)行理論的演進(jìn)觀點(diǎn),并通過(guò)研究中央政府層面、地方政府層面和高校層面的三個(gè)案例,可以發(fā)現(xiàn),多元、雙向度、動(dòng)態(tài)平衡的利益動(dòng)員結(jié)構(gòu)是近年來(lái)高校智庫(kù)興起的微觀動(dòng)力機(jī)制,而特定的知識(shí)—權(quán)力關(guān)系是該利益動(dòng)員結(jié)構(gòu)得以運(yùn)作和再生產(chǎn)的根本動(dòng)力。
[Abstract]:The current research generally uses scientific decision-making, democratization and knowledge transformation to explain the rise of university think tanks in recent years, but both of them are just the macro background of the rise of university think tanks. It does not reveal the micro dynamic mechanism of the rise of university think tanks. By studying the evolution of policy implementation theory, and by studying three cases at the central government level, the local government level and the university level, we can find that the degree of pluralism is two-way. The dynamic balance of interest mobilization structure is the micro dynamic mechanism of the rise of university think tanks in recent years, and the specific knowledge-power relationship is the fundamental motive force for the operation and reproduction of the interest mobilization structure.
