安徽省應(yīng)用型本科高校治理結(jié)構(gòu)研究

【摘要】:完善高校治理結(jié)構(gòu),提升高校治理能力,在中國(guó)高等教育改革和發(fā)展中意義重大,《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010—2020年)》提出,要完善中國(guó)特色現(xiàn)代大學(xué)制度,完善治理結(jié)構(gòu)。應(yīng)用型本科高校是近些年來(lái)國(guó)家提出并著力建設(shè)的一類新型高校,2015年國(guó)家出臺(tái)《關(guān)于引導(dǎo)部分地方普通本科高校向應(yīng)用型轉(zhuǎn)變的指導(dǎo)意見》,正式從國(guó)家層面來(lái)引導(dǎo)部分地方普通本科高校向應(yīng)用型高校轉(zhuǎn)型發(fā)展。應(yīng)用型本科高校大部分是1999年以來(lái)新升本或組建的本科高校,少一部分是辦學(xué)歷史長(zhǎng)些的地方本科高校,以服務(wù)地方(或區(qū)域)經(jīng)濟(jì)社會(huì)發(fā)展、培養(yǎng)應(yīng)用型人才為使命,建設(shè)歷史不長(zhǎng),治理水平不高,如何建立與應(yīng)用型本科高校特點(diǎn)和使命相適應(yīng)的新型治理結(jié)構(gòu),既是一個(gè)重要的理論問題,也是一個(gè)亟待解決的實(shí)踐問題。本文的研究,希望能為應(yīng)用型本科高校治理結(jié)構(gòu)的完善、治理能力的提升提供個(gè)案支撐和參考,推進(jìn)應(yīng)用型本科高校治理結(jié)構(gòu)理論的研究。安徽省較早提出并大力發(fā)展應(yīng)用型高校,2008年即成立安徽省應(yīng)用型本科高校聯(lián)盟,至今已連續(xù)召開七屆年會(huì),成員高校抱團(tuán)發(fā)展,整體特色鮮明,特別是以合肥學(xué)院為代表,在國(guó)內(nèi)應(yīng)用型本科高校建設(shè)中產(chǎn)生了一定影響,形成了"安徽現(xiàn)象、合肥模式"。安徽省應(yīng)用型本科高校聯(lián)盟目前有成員高校20所,其中公辦本科高校13所。2011年,教育部出臺(tái)《高等學(xué)校章程制定暫行辦法》,該辦法明確要求高校在制定章程時(shí),要對(duì)學(xué)校治理結(jié)構(gòu)進(jìn)行規(guī)定,如第十條規(guī)定:"章程應(yīng)當(dāng)根據(jù)學(xué)校實(shí)際與發(fā)展需要,科學(xué)設(shè)計(jì)學(xué)校的內(nèi)部治理結(jié)構(gòu)和組織框架,明確學(xué)校與內(nèi)設(shè)機(jī)構(gòu),以及各管理層級(jí)、系統(tǒng)之間的職責(zé)權(quán)限,管理的程序與規(guī)則。"高校內(nèi)部設(shè)置的黨政機(jī)構(gòu)、議事機(jī)構(gòu)等是高校治理結(jié)構(gòu)及其功能發(fā)揮的實(shí)體。本文關(guān)于安徽省應(yīng)用型本科高校治理結(jié)構(gòu)的研究,即是以上述13所公辦應(yīng)用型本科高校為對(duì)象,途徑主要是考察這些高校大學(xué)章程中關(guān)于治理結(jié)構(gòu)的規(guī)定和這些高校的內(nèi)設(shè)機(jī)構(gòu)、議事機(jī)構(gòu),輔以必要的咨詢、問卷與訪談等。采用的方法主要是社會(huì)調(diào)查和比較的方法,思路是先從共性的角度明確高校治理結(jié)構(gòu)的現(xiàn)狀和存在問題,然后從應(yīng)用型本科高校的特殊性角度,厘清應(yīng)用型本科高校對(duì)治理結(jié)構(gòu)的新要求,第三步是對(duì)安徽省應(yīng)用型本科高校治理結(jié)構(gòu)的現(xiàn)狀進(jìn)行調(diào)查,分析存在的問題與原因,最后,理論實(shí)踐相結(jié)合,在構(gòu)建應(yīng)用型本科高校治理結(jié)構(gòu)與功能模型的基礎(chǔ)上,系統(tǒng)提出完善應(yīng)用型本科高校治理結(jié)構(gòu)的對(duì)策。本文內(nèi)容主要包括以下三方面:一、分析應(yīng)用型本科高校的特點(diǎn),提出應(yīng)用型本科高校實(shí)現(xiàn)其辦學(xué)目標(biāo)對(duì)治理結(jié)構(gòu)的新要求。先簡(jiǎn)要梳理高校的類型,明確應(yīng)用型本科高校的類型定位;然后分析應(yīng)用型本科高校所具有的特點(diǎn),據(jù)此特點(diǎn),提出對(duì)應(yīng)用型本科高校進(jìn)行有效治理的新要求:加強(qiáng)與地方政府合作交流、建立行業(yè)企業(yè)合作發(fā)展平臺(tái)、激發(fā)二級(jí)院系主動(dòng)性與創(chuàng)造性、尊重教師與學(xué)生意愿與訴求等。二、考察安徽省13所應(yīng)用型本科高校的治理結(jié)構(gòu)狀況,分析其治理結(jié)構(gòu)存在問題及成因。安徽省應(yīng)用型本科高校整體定位明確,大學(xué)章程對(duì)治理結(jié)構(gòu)進(jìn)行了明確規(guī)定。但根據(jù)應(yīng)用型本科高校對(duì)治理的新要求,這些高校治理結(jié)構(gòu)也還存在一些問題,主要有:適應(yīng)應(yīng)用型辦學(xué)定位的治理結(jié)構(gòu)特點(diǎn)不突出、產(chǎn)教融合校企合作治理結(jié)構(gòu)利益機(jī)制不明確、落實(shí)應(yīng)用型人才培養(yǎng)的組織機(jī)構(gòu)設(shè)置不到位。其原因主要有:應(yīng)用型本科高校建設(shè)歷史不長(zhǎng)、高等教育管理體制機(jī)制約束、高校和校企主體性質(zhì)存在矛盾。三、提出并構(gòu)建應(yīng)用型本科高校新型治理結(jié)構(gòu)的模型,從系統(tǒng)論角度提出完善或重構(gòu)安徽省應(yīng)用型本科高校治理結(jié)構(gòu)的策略。從應(yīng)用型高校治理結(jié)構(gòu)的結(jié)構(gòu)要素、要素地位、要素之間的關(guān)系入手,分析其可實(shí)現(xiàn)的功能,構(gòu)擬出應(yīng)用型本科高校治理結(jié)構(gòu)的模型。根據(jù)模型,結(jié)合實(shí)際,從思想認(rèn)識(shí)、外部結(jié)構(gòu)、內(nèi)部結(jié)構(gòu)、功能優(yōu)化以及應(yīng)用型大學(xué)觀等宏觀角度,系統(tǒng)提出完善應(yīng)用型高校治理結(jié)構(gòu)的對(duì)策,主要有:提高應(yīng)用型本科高校對(duì)治理結(jié)構(gòu)的認(rèn)識(shí)與自覺、優(yōu)化應(yīng)用型本科高校治理環(huán)境與政策體系、完善或重構(gòu)應(yīng)用型本科高校內(nèi)部治理結(jié)構(gòu)、整合與拓展應(yīng)用型本科高校治理結(jié)構(gòu)的功能、確立正確的應(yīng)用型本科高校大學(xué)觀。應(yīng)用型本科高校治理結(jié)構(gòu)的完善是一項(xiàng)系統(tǒng)工程,需要在深刻認(rèn)識(shí)、準(zhǔn)確把握應(yīng)用型本科高校特點(diǎn)和治理特殊要求的基礎(chǔ)上,從外部治理結(jié)構(gòu)和內(nèi)部治理結(jié)構(gòu)入手,一方面努力優(yōu)化應(yīng)用型高校治理的社會(huì)環(huán)境,讓應(yīng)用型辦學(xué)獲得更多的理解和認(rèn)同,為應(yīng)用型高校提供相應(yīng)的政策支持,賦予高校公法人以更多的民事權(quán)利;另一方面,在當(dāng)前黨委領(lǐng)導(dǎo)下的校長(zhǎng)負(fù)責(zé)制框架下,完善或重構(gòu)內(nèi)部治理結(jié)構(gòu),建立由校內(nèi)外專家切實(shí)參與的高質(zhì)量決策系統(tǒng),同時(shí)完善權(quán)力運(yùn)行的保障機(jī)制。本文創(chuàng)新點(diǎn)與特色:一是研究?jī)?nèi)容新,選題及時(shí)關(guān)注到應(yīng)用型本科高校建設(shè)和轉(zhuǎn)型發(fā)展中治理結(jié)構(gòu)完善方面的重要問題;二是理論觀點(diǎn)方面有創(chuàng)新,從系統(tǒng)論角度,構(gòu)建出應(yīng)用型本科高校治理結(jié)構(gòu)與功能模型,對(duì)應(yīng)系統(tǒng)提出完善或重構(gòu)應(yīng)用型本科高校新型治理結(jié)構(gòu)的對(duì)策;三在利用材料方面有新意,通過研究對(duì)象的大學(xué)章程和內(nèi)設(shè)機(jī)構(gòu)來(lái)考察其治理結(jié)構(gòu)。
[Abstract]:To improve the governance structure, improve the governance capacity, Chinese of great significance in the reform and development of higher education, "national long-term education reform and development plan (2010 - 2020)" proposed, to improve the modern university system Chinese characteristics, improve the governance structure of application-oriented universities. In recent years the country is put forward and a new type of the construction, in 2015 the state issued "guidance > about guiding part of local colleges and universities to change the application type, the official from the national level to guide local colleges and universities to the high school transformation application development. Most of Application-oriented Universities since 1999 the new or established undergraduate colleges and universities, is a small part of the long history of some of the local colleges and universities, to serve the local (regional) economic and social development, to cultivate applied talents for the mission, construction history is not long, the level of governance Is not high, how to establish a new governance structure which adapts with the characteristics of Application-oriented Universities and mission, is not only an important theoretical problem, but also an urgent practical problem. This research, in order to improve application oriented university governance structure, governance can enhance the force to provide support and reference case. To promote the research of Applied Undergraduate Colleges and universities governance structure theory. Anhui province earlier proposed and developing applied university that was established in 2008, Applied University Union of Anhui Province, has held seven annual meeting, members of the whole Baotuan development, distinctive features, especially represented by Hefei University, has a certain influence in the construction the domestic application oriented university, the formation of the "Anhui phenomenon, Hefei model". The Applied University Union of Anhui province currently has 20 member universities, including 13 public undergraduate colleges by.201 1 years, the Ministry of Education issued "higher education shall be formulated the Interim Measures", the approach clearly requires colleges and universities in the formulation of regulations, to the provisions of the school governance structure, such as the provisions of article tenth: "articles of association shall according to the school reality and development needs, internal governance structure and organization framework design school of science, school and set up clear the mechanism, and the level of management, authority system between responsibilities, procedures and rules of management." the party and government organs set up within the University, the institution is the university governance structure and its function entity. This research on Anhui Province application oriented university governance structure, which is based on the 13 public application-oriented universities as the object, the main way is the investigation of these articles of association on the governance structure of university regulations and the university institutions, agencies, supplemented by the necessary consultation, questionnaire and interview. The method is the main method of social investigation and comparison, the idea is to know the current situation of university governance structure from the perspective of the general and existing problems, and then from the particularity of application oriented university's point of view, clarify the new requirements on the governance structure of application-oriented universities, the third step is to investigate the status quo of Anhui province applied undergraduate the university governance structure, analyses the existing problems and reasons, finally, a combination of theory and practice, in the foundation of the structure and function of application oriented university governance model, put forward a sound system of application oriented university governance structure countermeasures. This paper mainly includes the following three aspects: first, analysis of the characteristics of Application-oriented Universities and the new requirements for the governance of Applied Undergraduate Universities to achieve the goal of running a school. The main reasons are: the history of the construction of applied undergraduate colleges is not long, constraint mechanism of the management system of higher education, the contradiction of universities and enterprises subject. Three, put forward and construct application-oriented universities new governance model from the perspective of system theory, put forward the perfect and reconstruction of Anhui province application oriented university governance structure the elements of strategy. From the structural elements, application status of university governance structure, the relationship between factors, analysis of its function can be realized, we construct application-oriented university governance structure model. According to the model, combined with the actual, from the ideological understanding, external structure, internal structure, function optimization and application oriented university concept the macro perspective, put forward countermeasures to improve the system, application of university governance structure are as follows: to improve the understanding and awareness of the governance structure of application-oriented universities, should be used in university governance optimization Physical environment and policy system, improvement or reconstruction of application oriented university internal governance structure, integration and development of application oriented university governance structure, the establishment of applied undergraduate college. The correct view of the perfect application oriented university governance structure is a systematic project, need to accurately grasp the profound understanding of basic applied undergraduate university governance characteristics and special requirements, starting from the external and internal governance structure, on the one hand to the optimization of university governance of the social environment, let the Application-oriented Education get more understanding and recognition, to provide policy support for application-oriented universities, give the university public to more civil rights; the other at present, the leadership of the Party committee under the framework of improvement or reconstruction of the internal governance structure, high quality decision system established by internal and external experts to effectively participate in the At the same time, improving the safeguard mechanism of power operation.
