【摘要】：隨著知識(shí)經(jīng)濟(jì)的迅速發(fā)展,高等教育全球化時(shí)代到來(lái),人力資本需求也在不斷加大。大學(xué),特別是世界一流大學(xué)在社會(huì)發(fā)展中的作用越來(lái)越明顯。是否擁有若干所世界一流大學(xué),既是衡量一個(gè)國(guó)家和地區(qū)高等教育水平的重要指標(biāo)之一,也是國(guó)家綜合實(shí)力的集中體現(xiàn)。面對(duì)知識(shí)經(jīng)濟(jì)的挑戰(zhàn),我國(guó)提出了創(chuàng)建“世界一流大學(xué)和一流學(xué)科”的戰(zhàn)略布局,而大學(xué)的經(jīng)費(fèi)水平是“雙一流大學(xué)”建設(shè)的基礎(chǔ)和保障。世界先進(jìn)水平的一流大學(xué),之所以擁有高水平教學(xué)并取得令人矚目的科研成就,與它們雄厚的辦學(xué)經(jīng)費(fèi)有著密切關(guān)系,其背后均有著成熟有效的融資體制作為支撐,充足的大學(xué)經(jīng)費(fèi)也成為促使其大學(xué)事業(yè)發(fā)展成功的關(guān)鍵性因素。本論文通過(guò)對(duì)比分析世界一流大學(xué)的經(jīng)費(fèi)收入與支出結(jié)構(gòu),總結(jié)出世界一流大學(xué)共有的經(jīng)費(fèi)特點(diǎn),以此為切入點(diǎn),進(jìn)一步分析我國(guó)高校在建設(shè)一流大學(xué)過(guò)程中所存在的經(jīng)費(fèi)問(wèn)題,并對(duì)我國(guó)建設(shè)世界一流大學(xué)從經(jīng)費(fèi)上提出對(duì)策與建議。本文主要運(yùn)用文獻(xiàn)研究法、樣本分析法和比較研究法。在公共產(chǎn)品理論、公共選擇理論和教育成本分擔(dān)理論的理論基礎(chǔ)上,從政府、學(xué)校、社會(huì)等方面具體分析世界一流大學(xué)的經(jīng)費(fèi)收入與支出結(jié)構(gòu),并通過(guò)分析我國(guó)“985工程”高校的經(jīng)費(fèi)現(xiàn)狀,發(fā)現(xiàn)其在努力建設(shè)世界一流大學(xué)的過(guò)程中,在政府經(jīng)費(fèi)投入、學(xué)費(fèi)籌措、社會(huì)捐贈(zèng)、校辦企業(yè)以及資金使用效率等方面存在問(wèn)題。在對(duì)我國(guó)高校經(jīng)費(fèi)問(wèn)題深入剖析的基礎(chǔ)上,提出了我國(guó)建設(shè)世界一流大學(xué)的相關(guān)對(duì)策與建議:其一,突出辦學(xué)特色,爭(zhēng)取更多政府撥款;其二,改革學(xué)費(fèi)政策,優(yōu)化獎(jiǎng)助學(xué)金制度;其三,加大宣傳力度,努力提高社會(huì)捐贈(zèng);其四,推動(dòng)校企改革創(chuàng)新,提升科研成果轉(zhuǎn)化效益;其五,優(yōu)化經(jīng)費(fèi)支出結(jié)構(gòu),提高資金使用效率。
[Abstract]:With the rapid development of knowledge economy and the era of globalization of higher education, the demand for human capital is also increasing. In particular, the role of world-class universities in social development is becoming increasingly evident. The existence of a number of world-class universities is one of the important indicators of the level of higher education in a country and region, In the face of the challenge of knowledge economy, China has put forward the strategic layout of establishing "world-class universities and disciplines". The funding level of the universities is the foundation and guarantee of the construction of "double first-class universities". The reason why the world's advanced first-class universities have a high level of teaching and remarkable achievements in scientific research is closely related to their strong funding for running a school. All of them are supported by mature and effective financing system, and adequate university funds are also the key factors to promote the success of their university development. This paper analyzes the structure of expenditure income and expenditure of world-class universities through comparative analysis. This paper sums up the common funding characteristics of the world's first-class universities, and further analyzes the funding problems existing in the process of constructing the first-class universities in our country. This paper mainly uses literature research method, sample analysis method and comparative research method. In the theory of public goods, the author puts forward some countermeasures and suggestions on the construction of world-class universities in China. On the basis of the theory of public choice theory and the theory of educational cost sharing, the paper analyzes the structure of expenditure and income of world-class universities from the aspects of government, school and society, and analyzes the current situation of the funds of the "985 Project" colleges and universities in China. It is found that there are some problems in the process of building world-class universities, such as government funding, tuition raising, social donation, school-run enterprises, and the efficiency of fund use, etc. On the basis of the deep analysis of the funding problems in our country's universities and colleges, the author finds out that there are some problems in the process of constructing world-class universities. This paper puts forward the relevant countermeasures and suggestions to build world-class universities in China: first, to highlight the characteristics of running schools, to win more government funding; second, to reform tuition fees policy and optimize the scholarship system; third, to increase publicity, Fourth, promote the reform and innovation of school and enterprise, improve the efficiency of transformation of scientific research achievements. Fifth, optimize the structure of expenditure and improve the efficiency of the use of funds.
