【摘要】：隨著知識經(jīng)濟的迅速發(fā)展,高等教育全球化時代到來,人力資本需求也在不斷加大。大學,特別是世界一流大學在社會發(fā)展中的作用越來越明顯。是否擁有若干所世界一流大學,既是衡量一個國家和地區(qū)高等教育水平的重要指標之一,也是國家綜合實力的集中體現(xiàn)。面對知識經(jīng)濟的挑戰(zhàn),我國提出了創(chuàng)建“世界一流大學和一流學科”的戰(zhàn)略布局,而大學的經(jīng)費水平是“雙一流大學”建設的基礎和保障。世界先進水平的一流大學,之所以擁有高水平教學并取得令人矚目的科研成就,與它們雄厚的辦學經(jīng)費有著密切關系,其背后均有著成熟有效的融資體制作為支撐,充足的大學經(jīng)費也成為促使其大學事業(yè)發(fā)展成功的關鍵性因素。本論文通過對比分析世界一流大學的經(jīng)費收入與支出結(jié)構(gòu),總結(jié)出世界一流大學共有的經(jīng)費特點,以此為切入點,進一步分析我國高校在建設一流大學過程中所存在的經(jīng)費問題,并對我國建設世界一流大學從經(jīng)費上提出對策與建議。本文主要運用文獻研究法、樣本分析法和比較研究法。在公共產(chǎn)品理論、公共選擇理論和教育成本分擔理論的理論基礎上,從政府、學校、社會等方面具體分析世界一流大學的經(jīng)費收入與支出結(jié)構(gòu),并通過分析我國“985工程”高校的經(jīng)費現(xiàn)狀,發(fā)現(xiàn)其在努力建設世界一流大學的過程中,在政府經(jīng)費投入、學費籌措、社會捐贈、校辦企業(yè)以及資金使用效率等方面存在問題。在對我國高校經(jīng)費問題深入剖析的基礎上,提出了我國建設世界一流大學的相關對策與建議:其一,突出辦學特色,爭取更多政府撥款;其二,改革學費政策,優(yōu)化獎助學金制度;其三,加大宣傳力度,努力提高社會捐贈;其四,推動校企改革創(chuàng)新,提升科研成果轉(zhuǎn)化效益;其五,優(yōu)化經(jīng)費支出結(jié)構(gòu),提高資金使用效率。
[Abstract]:With the rapid development of knowledge economy and the era of globalization of higher education, the demand for human capital is also increasing. In particular, the role of world-class universities in social development is becoming increasingly evident. The existence of a number of world-class universities is one of the important indicators of the level of higher education in a country and region, In the face of the challenge of knowledge economy, China has put forward the strategic layout of establishing "world-class universities and disciplines". The funding level of the universities is the foundation and guarantee of the construction of "double first-class universities". The reason why the world's advanced first-class universities have a high level of teaching and remarkable achievements in scientific research is closely related to their strong funding for running a school. All of them are supported by mature and effective financing system, and adequate university funds are also the key factors to promote the success of their university development. This paper analyzes the structure of expenditure income and expenditure of world-class universities through comparative analysis. This paper sums up the common funding characteristics of the world's first-class universities, and further analyzes the funding problems existing in the process of constructing the first-class universities in our country. This paper mainly uses literature research method, sample analysis method and comparative research method. In the theory of public goods, the author puts forward some countermeasures and suggestions on the construction of world-class universities in China. On the basis of the theory of public choice theory and the theory of educational cost sharing, the paper analyzes the structure of expenditure and income of world-class universities from the aspects of government, school and society, and analyzes the current situation of the funds of the "985 Project" colleges and universities in China. It is found that there are some problems in the process of building world-class universities, such as government funding, tuition raising, social donation, school-run enterprises, and the efficiency of fund use, etc. On the basis of the deep analysis of the funding problems in our country's universities and colleges, the author finds out that there are some problems in the process of constructing world-class universities. This paper puts forward the relevant countermeasures and suggestions to build world-class universities in China: first, to highlight the characteristics of running schools, to win more government funding; second, to reform tuition fees policy and optimize the scholarship system; third, to increase publicity, Fourth, promote the reform and innovation of school and enterprise, improve the efficiency of transformation of scientific research achievements. Fifth, optimize the structure of expenditure and improve the efficiency of the use of funds.
