【摘要】:20世紀(jì)90年代以來(lái),為扭轉(zhuǎn)傳統(tǒng)國(guó)際化模式過(guò)于重視人員跨境流動(dòng)而造成的高等教育資源分配不公平的弊端,以瑞典為代表的部分歐洲國(guó)家發(fā)起并推進(jìn)了高等教育"在地國(guó)際化運(yùn)動(dòng)"。作為傳統(tǒng)國(guó)際化模式的替代方案,在地國(guó)際化以其"立足本土本校"、"面向全體學(xué)生"、"有效提升全體學(xué)生國(guó)際化和跨文化素養(yǎng)"等特征迅速在高等教育國(guó)際化領(lǐng)域引發(fā)熱潮,許多國(guó)家都旗幟鮮明地將在地國(guó)際化作為本國(guó)高等教育國(guó)際化的有效推進(jìn)模式。長(zhǎng)期以來(lái),我國(guó)高校盛行的以跨境教育為特征的教育國(guó)際化戰(zhàn)略在教育公平與教育效果等領(lǐng)域面臨著困境。實(shí)施在地國(guó)際化戰(zhàn)略不但可以有效促進(jìn)我國(guó)高等教育資源的公平分配,也能幫助高校取得較好的社會(huì)、經(jīng)濟(jì)和文化效益。另外,我國(guó)已經(jīng)在高校的人員交流、課程設(shè)置、管理機(jī)制和技術(shù)應(yīng)用等方面為這一戰(zhàn)略的實(shí)施奠定了一系列堅(jiān)實(shí)基礎(chǔ)。為了保障在地國(guó)際化戰(zhàn)略在未來(lái)的順利實(shí)施,我們應(yīng)在高等教育國(guó)際化的推進(jìn)理念上實(shí)現(xiàn)從"西化"到"化西"的轉(zhuǎn)變、在制度設(shè)計(jì)上完成從"管理為先"到"服務(wù)為本"的轉(zhuǎn)化、在教育環(huán)境上實(shí)施從"資本先行"到"文化立足"的改革。高等教育在地國(guó)際化戰(zhàn)略在我國(guó)的推進(jìn)過(guò)程中會(huì)面臨著挑戰(zhàn),這要求我們一方面要對(duì)各種困難保持警惕,另一方面要保持改革決心,穩(wěn)步而堅(jiān)定地實(shí)施這一重要戰(zhàn)略。
[Abstract]:Since 1990s, higher education resource allocation problems caused by reversing the traditional mode of internationalization to attach too much importance to the cross-border flow of personnel not fair, some European countries as the representative of Sweden to initiate and promote higher education "in international sports." as an alternative to the traditional mode of internationalization, internationalization in its "based on local the school", "for all students", "improve all students internationalization and cross culture" and other features in the rapid internationalization of higher education sector caused boom, many countries have clearly in internationalization as an effective mode to promote the internationalization of higher education. For a long time, in the universities in China and the characteristics of cross-border education the education internationalization strategy is facing difficulties in the field of educational equity and educational effect. In the implementation of international strategy can not only effectively promote China's high Equitable distribution of educational resources, can also help the University achieve better social, economic and cultural benefits. In addition, China has set up courses in Colleges and universities, personnel exchanges, lay a solid foundation to implement a series of management mechanism and technology applications for this strategy. In order to guarantee the smooth in the internationalization strategy the implementation of the future, we should promote the internationalization of higher education idea from "Westernization" to "the west" changes in the design of the system to complete the management for the first "to" transform service oriented ", the implementation of the reform from the" capital first "to" culture based "in the education environment on the higher education. The internationalization strategy faces challenges in promoting the process of our country, which requires us to be vigilant for a variety of difficulties, on the other hand to keep the steady and firm commitment to reform, the implementation of this important strategy.
