【摘要】：從1999年國家實(shí)行進(jìn)一步擴(kuò)大高等教育招生規(guī)模的政策,己過去十五個(gè)年頭,高等教育的規(guī)模和結(jié)構(gòu)都發(fā)生了巨大變化。同時(shí),’隨著世界經(jīng)濟(jì)一體化的趨勢不斷增強(qiáng),我國的經(jīng)濟(jì)結(jié)構(gòu)也隨之改變。企業(yè)不再單一的以理論、經(jīng)驗(yàn)來指導(dǎo)生產(chǎn),而是轉(zhuǎn)向綜合技術(shù)和理論相結(jié)合的生產(chǎn)方式,所需人才也向高技能型人才轉(zhuǎn)變。而在高等教育的大舞臺上,普通本科院校承擔(dān)著培養(yǎng)人才、支持社會經(jīng)濟(jì)發(fā)展的重要責(zé)任。基于這種現(xiàn)狀,2014年6月,國務(wù)院印發(fā)《關(guān)于加快發(fā)展現(xiàn)代職業(yè)教育的決定》.,指出要“引導(dǎo)一批普通本科高等學(xué)校向應(yīng)用技術(shù)類型高等學(xué)校轉(zhuǎn)型”；2015年教育部、國家發(fā)展改革委、財(cái)政部又聯(lián)合下發(fā)了《關(guān)于引導(dǎo)部分地方普通本科高校向應(yīng)用型轉(zhuǎn)變的指導(dǎo)意見》,為普通本科院校的轉(zhuǎn)型發(fā)展指明了方向,也對普通本科院校轉(zhuǎn)型發(fā)展的研究起到了指導(dǎo)作用。在這樣的背景下,本文通過運(yùn)用文獻(xiàn)研究法、.比較研究法等研究方法,對普通本科院校的轉(zhuǎn)型發(fā)展進(jìn)行了深入分析,重點(diǎn)運(yùn)用SWOT分析的方法研究轉(zhuǎn)型發(fā)展,提出普通本科院校轉(zhuǎn)型發(fā)展的四種戰(zhàn)略選擇,并對沈陽工程學(xué)院的轉(zhuǎn)型發(fā)展進(jìn)行了案例分析,綜上設(shè)計(jì)了六個(gè)方面的普通本科院校轉(zhuǎn)型發(fā)展的對策建議,以期為我國的普通本科院校的科學(xué)轉(zhuǎn)型發(fā)展提供一些參考。本文共由緒論、核心概念界定和相關(guān)理論闡述、環(huán)境分析、SWOT分析和戰(zhàn)略組合研究、案例分析、對策建議和總結(jié)及結(jié)論七個(gè)部分。其中,第一部分緒論包括研究背景、研究目的和意義、國內(nèi)外研究現(xiàn)狀、研究方法、技術(shù)路線和本文的創(chuàng)新點(diǎn)。第二部分是本文涉及的核心概念界定和理論基礎(chǔ)。第三部分是普通本科院校轉(zhuǎn)型發(fā)展的環(huán)境分析。包括外部環(huán)境和內(nèi)部環(huán)境。第四部分根據(jù)普通本科院校轉(zhuǎn)型發(fā)展的外部環(huán)境和內(nèi)部環(huán)境進(jìn)行了SWOT分析,并提出了四種轉(zhuǎn)型發(fā)展的戰(zhàn)略組合。第五部分是案例分析,以沈陽工程學(xué)院為例,對沈陽工程學(xué)院轉(zhuǎn)型發(fā)展的現(xiàn)狀進(jìn)行研究,提出針對性的轉(zhuǎn)型發(fā)展建議。第六部分提出了普通本科院校轉(zhuǎn)型發(fā)展的對策建議。第七部分是總結(jié)及結(jié)論。本文可能的創(chuàng)新之處在于：一是選題的創(chuàng)新,·由于普通本科院校向應(yīng)用型轉(zhuǎn)型是近兩年國家新出臺的政策,經(jīng)查閱文獻(xiàn)發(fā)現(xiàn),關(guān)于我國普通本科院校的轉(zhuǎn)型發(fā)展研究基本還停留在理論的層面,對轉(zhuǎn)型發(fā)展的案例研究非常稀少。本文對普通本科院校轉(zhuǎn)型發(fā)展的研究既有比較宏觀的研究,也有微觀的研究,選取了沈陽工程學(xué)院作為案例學(xué)校,對其轉(zhuǎn)型發(fā)展進(jìn)行了探索。因此,本文在選題上有一定的創(chuàng)新性。二是研究方法的創(chuàng)新。本文選取有意向、有可能和正在轉(zhuǎn)型的三所學(xué)校,對教師和學(xué)生進(jìn)行了問卷調(diào)查,在此基礎(chǔ)上采用SWOT分析法對普通本科院校轉(zhuǎn)型發(fā)展的現(xiàn)狀進(jìn)行了分析,提出四種轉(zhuǎn)型發(fā)展戰(zhàn)略組合與六方面的轉(zhuǎn)型發(fā)展對策建議,為普通本科院校的轉(zhuǎn)型發(fā)展提供借鑒。
[Abstract]:Since 1999, the government has implemented the policy of further expanding the enrollment of higher education. In the past 15 years, the scale and structure of higher education have undergone tremendous changes. At the same time. With the increasing trend of economic integration in the world, the economic structure of our country has also changed. Instead of using theory and experience to guide production, enterprises are turning to the mode of production that combines comprehensive technology and theory. The required talents are also transformed to highly skilled talents. On the big stage of higher education, ordinary colleges and universities assume the important responsibility of cultivating talents and supporting social and economic development. Based on this status quo, June 2014. The State Council issued and issued the decision on speeding up the Development of Modern Vocational Education, pointing out that it is necessary to "guide a number of colleges and universities of ordinary undergraduate courses to transform into institutions of higher learning of applied technology type"; In 2015, the Ministry of Education, the National Development and Reform Commission, and the Ministry of Finance jointly issued the guiding opinions on guiding some local universities and colleges to turn to application-oriented colleges and universities. This paper points out the direction for the transformation and development of ordinary colleges and universities, and also plays a guiding role in the research of the transformation and development of ordinary colleges and universities. Under this background, this paper applies the method of literature research. Comparative research methods and other research methods, the transformation and development of ordinary colleges and universities have been in-depth analysis, with emphasis on the use of SWOT analysis method to study the transformation and development. This paper puts forward four strategic options for the transformation and development of ordinary undergraduate colleges and universities, and makes a case study of the transformation and development of Shenyang Institute of Engineering, and designs six countermeasures and suggestions for the transformation and development of ordinary colleges and universities. In order to provide some references for the scientific transformation and development of ordinary undergraduate colleges and universities in China, this paper is composed of introduction, definition of core concepts and related theories, environmental analysis SWOT analysis and strategic combination research. The first part includes the research background, the research purpose and the significance, the domestic and foreign research present situation, the research method. Technical route and innovation of this paper. The second part is the definition of core concepts and the theoretical basis of this paper. The third part is the environmental analysis of the transformation and development of ordinary colleges and universities. It includes external environment and internal environment. 4th parts. According to the external environment and internal environment of the transformation and development of ordinary colleges and universities, this paper carries out SWOT analysis. And put forward four kinds of strategic combination of transformation and development. 5th part is a case study, taking Shenyang Institute of Engineering as an example, to study the status quo of the transformation and development of Shenyang Institute of Engineering. Part 6th puts forward countermeasures and suggestions for the transformation and development of ordinary undergraduate colleges. Part 7th is a summary and conclusion. The possible innovations of this paper are: first, the innovation of topic selection. 路since the transformation from ordinary undergraduate colleges to application-oriented colleges is a new national policy in the past two years, it is found that the research on the transformation and development of ordinary undergraduate colleges and universities in China is still on the theoretical level. The case study of transformation and development is very rare. This paper studies the transformation and development of ordinary undergraduate colleges and universities both macroscopically and microscopically. Shenyang Institute of Engineering is selected as the case school. Therefore, this paper has a certain innovation in the topic. Second, the innovation of research methods. On the basis of a questionnaire survey on teachers and students, this paper analyzes the current situation of the transformation and development of ordinary colleges and universities by using SWOT analysis method. This paper puts forward four kinds of strategic combination of transformation and development and six aspects of countermeasures and suggestions for the transformation and development of ordinary colleges and universities.
