英國繼續(xù)教育學(xué)院治理研究

【摘要】:改革開放以來,我國大力發(fā)展教育,近些年隨著科教興國人才強(qiáng)國戰(zhàn)略不斷落實,我們在義務(wù)教育以及高等教育的改革發(fā)展上取得了很大進(jìn)步,當(dāng)前制約我國教育向著高水平邁進(jìn)的主要因素在于高職教育。高職教育質(zhì)量普遍不高,高職院校的處境朝不保夕。為了扭轉(zhuǎn)這一局面國家大力扶持高職院校,自2012年以來鼓勵部分國家示范性高職院校與本科院校合辦本科教育。為了發(fā)展好我國的高職教育我們應(yīng)該積極學(xué)習(xí)其他國家的優(yōu)良辦學(xué)治理經(jīng)驗,為我所用。英國是世界上繼續(xù)教育體系非常完備的國家之一,繼續(xù)教育的歷史較為悠久,素有“繼續(xù)教育之鄉(xiāng)”的美譽。英國繼續(xù)教育學(xué)院是實施繼續(xù)教育的主要場所。通過對繼續(xù)教育學(xué)院的治理進(jìn)行研究,對繼續(xù)教育學(xué)院各個方面的運行有清晰的認(rèn)識,將它國寶貴的辦學(xué)經(jīng)驗積累起來,對于我國高職教育的發(fā)展有重要的借鑒意義。本文主要運用比較研究法、歷史研究法與國別研究法對英國繼續(xù)教育學(xué)院的治理進(jìn)行研究。文章首先對英國繼續(xù)教育與繼續(xù)教育學(xué)院的發(fā)展歷史作出簡單的介紹,然后對繼續(xù)教育學(xué)院的辦學(xué)理念與辦學(xué)特色進(jìn)行相關(guān)闡述,隨后分別從教師治理、學(xué)生治理、課程治理、經(jīng)費使用以及評價督導(dǎo)等不同方面入手學(xué)習(xí)英國繼續(xù)教育學(xué)院先進(jìn)的治理經(jīng)驗并作出相關(guān)的總結(jié)。特別是自21世紀(jì)以來英國繼續(xù)教育學(xué)院面對全國性的技能短缺危機(jī)挑戰(zhàn),不斷更新辦學(xué)理念,提高治理水平,調(diào)動社區(qū)、雇主、非政府組織等各個方面的力量,以促進(jìn)學(xué)生就業(yè)為主旨,努力提高學(xué)生與教師的專業(yè)技能水平不斷優(yōu)化繼續(xù)教育學(xué)院的辦學(xué)質(zhì)量,最終得到了社會的廣泛認(rèn)可,這個有益的案例值得我們學(xué)習(xí)。尤其是當(dāng)前形勢下我國高職教育面臨著來自各方面的危機(jī)與挑戰(zhàn),找到解決的出路迫在眉睫。最后,本研究通過對英國繼續(xù)教育學(xué)院治理的經(jīng)驗與教訓(xùn)總結(jié),得出對于我國高職教育發(fā)展有益的啟示,以提高我國高職院校的辦學(xué)質(zhì)量。
[Abstract]:Since the reform and opening up to the outside world, China has vigorously developed education. In recent years, with the continuous implementation of the strategy of rejuvenating the country with talents through science and education, we have made great progress in the reform and development of compulsory education and higher education. At present, higher vocational education is the main factor restricting China's education to a high level. The quality of higher vocational education is generally not high, the situation of higher vocational colleges is uncertain. In order to reverse this situation, the state strongly supports higher vocational colleges, since 2012, some national model higher vocational colleges and undergraduate colleges are encouraged to cooperate with undergraduate education. In order to develop our country's higher vocational education, we should actively study other countries' excellent school management experience. Britain is one of the countries with complete continuing education system in the world. It has a long history and is known as the hometown of continuing education. The British College of continuing Education is the main place to carry out continuing education. It is of great significance for the development of higher vocational education in our country to study the governance of continuing education colleges, to have a clear understanding of all aspects of the operation of continuing education colleges, and to accumulate valuable experiences in running schools in other countries. This paper mainly uses comparative research, historical research and national research to study the governance of the British continuing Education Institute. The article first makes a brief introduction to the development history of the British continuing education and continuing education institute, then expounds the running idea and characteristics of the continuing education college, then separately from the teacher governance, the student administration, the curriculum governance, and so on. Use of funds and evaluation of supervision and other aspects of learning from the UK Institute of continuing Education advanced governance experience and make a related summary. In particular, since the 21st century, the British College of continuing Education, facing the challenge of a national skills shortage crisis, has constantly updated its concept of running a school, improved its level of governance, and mobilized the forces of the community, employers, non-governmental organizations, and so on. In order to promote the employment of students, try hard to improve the level of professional skills of students and teachers, and continuously optimize the running quality of continuing education colleges. Finally, it has been widely recognized by the society. This useful case is worthy of our study. Especially under the current situation, higher vocational education in our country is faced with crisis and challenge from various aspects, so it is urgent to find a way out. Finally, by summarizing the experiences and lessons of the governance of British continuing education colleges, this paper draws some useful enlightenment for the development of higher vocational education in our country, so as to improve the quality of running schools in higher vocational colleges of our country.
