【摘要】：黨的十六大在全面闡述小康社會(huì)的宏偉目標(biāo)時(shí),提出要建設(shè)全民學(xué)習(xí)、終身學(xué)習(xí)的學(xué)習(xí)型社會(huì),廣播電視大學(xué)系統(tǒng)開設(shè)的各類學(xué)歷教育和非學(xué)歷教育,作為我國成人繼續(xù)教育事業(yè)的一部分,在全社會(huì)終身教育體系的構(gòu)筑中發(fā)揮著重要的作用,依托從上到下的四級(jí)辦學(xué)模式,建立起了一張龐大的覆蓋全國城鄉(xiāng)的教育網(wǎng)。 基層縣(區(qū))級(jí)廣播電視大學(xué)作為廣播電視大學(xué)系統(tǒng)的基礎(chǔ)單元,承擔(dān)了超過90%的教育任務(wù)。近年來,高等教育的發(fā)展已經(jīng)步入大眾化階段,成人繼續(xù)教育的外部環(huán)境已經(jīng)發(fā)生了根本性的變化,這種變化迫使各級(jí)電大必須轉(zhuǎn)變辦學(xué)發(fā)展思路,創(chuàng)新人才培養(yǎng)模式,完善教育服務(wù)功能。只有不斷探索和實(shí)踐,才能推動(dòng)教育事業(yè)的發(fā)展和繁榮,為國民經(jīng)濟(jì)的快速發(fā)展提供優(yōu)秀的人力資源。 鞏義廣播電視大學(xué)在破解建設(shè)和發(fā)展難題,推動(dòng)轉(zhuǎn)型和改革的過程中,根據(jù)縣域發(fā)展實(shí)際,堅(jiān)持自己的特色,走出了一條適合自身發(fā)展的道路,始終保持著省內(nèi)同行業(yè)的領(lǐng)軍地位,鞏義廣播電視大學(xué)的發(fā)展因此也一直被許多基層單位關(guān)注和研究。本文分為四個(gè)部分,第一部分緒論中首先闡述了選題的背景和案例的意義,結(jié)合研究的現(xiàn)狀和創(chuàng)新之處,明確了文章的理論工具和研究方法；第二部分詳細(xì)研究了鞏義廣播電視大學(xué)的發(fā)展情況,結(jié)合整個(gè)廣播電視大學(xué)系統(tǒng)的發(fā)展環(huán)境,描述了鞏義廣播電視大學(xué)的發(fā)展歷程,通過對(duì)基層模式的分析,結(jié)合鞏義廣播電視大學(xué)的辦學(xué)歷程和現(xiàn)實(shí)情況,歸納總結(jié)其發(fā)展思路和行為特征,提供了一些值得學(xué)習(xí)和借鑒的措施；第三部分對(duì)其發(fā)展中出現(xiàn)的問題進(jìn)行分析,探究形成問題的各種因素；第四部分大膽思考和預(yù)期了鞏義廣播電視大學(xué)未來發(fā)展的方向,為基層廣播電視大學(xué)的建設(shè)和發(fā)展提供了參考和借鑒。
[Abstract]:When the 16th National Congress of the Communist Party of China (CPC) comprehensively expounded the grand goal of a well-off society, it proposed to build a learning-oriented society for all people and lifelong learning, as well as all kinds of academic and non-academic education offered by the Radio and Television University system. As a part of adult continuing education in our country, it plays an important role in the construction of lifelong education system of the whole society. Relying on the mode of four levels of running schools from top to bottom, a huge educational network covering urban and rural areas has been established. As the basic unit of radio and television university system, Grass-roots County (District) Radio and Television University undertakes more than 90% educational tasks. In recent years, the development of higher education has entered the stage of popularization, and the external environment of adult continuing education has undergone fundamental changes. Improve the function of educational service. Only through continuous exploration and practice can we promote the development and prosperity of education and provide excellent human resources for the rapid development of national economy. In the process of solving the construction and development problems and promoting transformation and reform, Gongyi Radio and Television University, in accordance with the reality of county development, adhered to its own characteristics and set out a road suitable for its own development. The development of Gongyi Radio and Television University has always been concerned and studied by many grassroots units. This article is divided into four parts, the first part of the introduction first elaborated the background of the topic and the significance of the case, combined with the status quo and innovation of the study, clear the article's theoretical tools and research methods; The second part studies the development of Gongyi Radio and Television University in detail, and describes the development course of Gongyi Radio and Television University by analyzing the basic level model. Combined with the course and reality of Gongyi Radio and Television University, the author summarizes its development ideas and behavioral characteristics, and provides some measures worth learning and using for reference. The third part analyzes the problems in its development and explores the various factors of forming the problems. The fourth part boldly ponders and anticipates the future development direction of Gongyi Radio and Television University, and provides reference and reference for the construction and development of grass-roots radio and television university.
