新疆中小學(xué)雙語教師退出機制研究

【摘要】:要保證新疆地區(qū)雙語教育的高質(zhì)量,必須擁有高水平的雙語教師隊伍,,新疆雙語教育在實際工作中因為各種原因而出現(xiàn)的不勝任教師,嚴重制約了雙語教育的發(fā)展,國家在宏觀層面上已提出完善教師退出機制的相關(guān)政策,全國各地的中小學(xué)也在進行人事制度的改革,重點在教師退出的分流政策、以及清退代課教師方面作出了積極探索。本研究以新疆中小學(xué)不勝任雙語教師的退出機制為研究對象,對不勝任教師的處理解決現(xiàn)狀以及退出和分流的措施作了調(diào)研分析,并且結(jié)合了相關(guān)教育管理機構(gòu)的調(diào)研報告,針對不勝任雙語教師的退出情況以及存在的問題進行了調(diào)查研究和分析。在此基礎(chǔ)上提出了有針對性的建議與解決對策。 全文分為四部分。第一部分為引言,包括問題的提出、研究目的和意義、研究方法、研究思路、創(chuàng)新之處、概念界定、文獻綜述,通過梳理國內(nèi)外對于教師退出機制的相關(guān)研究,為本研究提供強有力的理論支撐和借鑒。第二部分是解析中小學(xué)雙語教師退出機制,對退出機制涵義、特征、退出教師類型以及措施和價值進行表述。第三部分是針對新疆中小學(xué)不勝任雙語教師退出機制的現(xiàn)狀和存在問題進行的調(diào)研和分析,并且對部分校長進行了深度訪談。對所得數(shù)據(jù)進行分析,得出目前雙語教師退出的解決措施和退出機制的現(xiàn)存問題。第四部分針對所得出的問題,提出對教師退出機制的一整套流程的可行性建議和相關(guān)對策。 本文堅持理論與實踐相結(jié)合的原則,運用教育科學(xué)研究中的文獻法、問卷調(diào)查法和訪談法,對新疆中小學(xué)不勝任雙語教師的退出狀況進行了深入探討。本文從退出機制的理念基礎(chǔ)、雙語教師專業(yè)標準、招聘錄用制度、考核考評制度、教師培訓(xùn)制度、分流制度、社會保障制度、監(jiān)督體系八大方面來提出對新疆雙語教師退出機制的對策建議。
[Abstract]:In order to ensure the high quality of bilingual education in Xinjiang, we must have a high level of bilingual teachers. The incompetence of bilingual education in Xinjiang due to various reasons seriously restricts the development of bilingual education. At the macro level, the state has put forward the relevant policies to perfect the teachers' withdrawal mechanism, and the primary and secondary schools throughout the country are also carrying out the reform of the personnel system, with the emphasis on the separation policy of teachers' withdrawal and the active exploration on clearing out the substitute teachers. This research takes the exiting mechanism of incompetent bilingual teachers in primary and secondary schools in Xinjiang as the research object, makes a survey and analysis on the current situation of dealing with the incompetent teachers and the measures of withdrawal and diversion, and combines the investigation report of relevant educational management institutions. This paper investigates and analyzes the withdrawal of incompetent bilingual teachers and the existing problems. On the basis of this, some suggestions and countermeasures are put forward. The full text is divided into four parts. The first part is the introduction, including the question raising, the research purpose and significance, the research method, the research thought, the innovation place, the concept definition, the literature review, through combing the domestic and foreign related research for the teacher withdrawal mechanism. To provide a strong theoretical support and reference for this study. The second part is to analyze the withdrawal mechanism of bilingual teachers in primary and secondary schools, and to describe the meaning, characteristics, types, measures and values of the withdrawal mechanism. The third part is the investigation and analysis of the exiting mechanism of the incompetent bilingual teachers in primary and secondary schools in Xinjiang, and the in-depth interview with some principals. Based on the analysis of the data obtained, the solutions to the withdrawal of bilingual teachers and the extant problems of the withdrawal mechanism are obtained. In the fourth part, the author puts forward a set of feasible suggestions and relevant countermeasures for the process of teacher withdrawal mechanism. Based on the principle of combining theory with practice, this paper makes a deep discussion on the withdrawal of incompetent bilingual teachers in primary and secondary schools in Xinjiang by using the methods of literature, questionnaire and interview in the research of educational science. This article is based on the concept of withdrawal mechanism, professional standards of bilingual teachers, recruitment and employment system, evaluation system, teacher training system, diversion system, social security system, Eight aspects of supervision system to put forward to Xinjiang bilingual teachers withdrawal mechanism countermeasures.
