【摘要】：針對(duì)廣東省未成年犯義務(wù)教育服務(wù)供給問(wèn)題,文章運(yùn)用合作治理理論,通過(guò)文獻(xiàn)分析法、比較分析法等方法,在描述當(dāng)前廣東省未成年犯義務(wù)教育服務(wù)供給的基礎(chǔ)上,首先,對(duì)義務(wù)教育、公共服務(wù)、公共服務(wù)供給的概念進(jìn)行界定,并對(duì)合作治理的內(nèi)涵及特征、合作治理的過(guò)程和保障理論進(jìn)行了闡述。其次,文章認(rèn)為,當(dāng)前廣東省未成年犯義務(wù)教育服務(wù)供給存在的主要問(wèn)題有:未成年犯義務(wù)教育的管理主體缺失,財(cái)政保障不到位,教育質(zhì)量水平低下,沒(méi)有正規(guī)的學(xué)籍管理以及畢業(yè)證書(shū)沒(méi)有效力性等。因此,需要運(yùn)用合作治理理論的視角,由監(jiān)獄和教育部門(mén)、學(xué)校聯(lián)合提供未成年犯義務(wù)教育服務(wù)供給——采用聯(lián)合辦學(xué)的模式將其納入到地方國(guó)民教育系列。文章最后認(rèn)為,解決廣東省未成年犯義務(wù)教育服務(wù)供給問(wèn)題的主要策略是:監(jiān)獄、教育部門(mén)及學(xué)校就合作目標(biāo)達(dá)成共識(shí)并劃分責(zé)任,多元服務(wù)供給主體共享資源與共同參與,建立完善的多元主體服務(wù)供給的溝通協(xié)調(diào)機(jī)制,完善未成年犯義務(wù)教育服務(wù)供給的法律、政策保障和財(cái)政保障。
[Abstract]:In view of the problem of compulsory education service supply for juvenile delinquents in Guangdong Province, this paper applies cooperative governance theory, through literature analysis, comparative analysis and other methods, on the basis of describing the current compulsory education service supply of juvenile delinquents in Guangdong Province, first of all, This paper defines the concept of compulsory education and public service supply, and expounds the connotation and characteristics of cooperative governance, the process of cooperative governance and the theory of guarantee. Secondly, the article holds that the main problems in the service supply of compulsory education for juvenile delinquents in Guangdong Province are: the lack of administrative subject of compulsory education for juvenile offenders, the lack of financial guarantee, and the low level of education quality. There is no formal management of student status and graduation certificate is not effective and so on. Therefore, it is necessary to apply the theory of cooperative governance to the joint provision of compulsory education services for juvenile delinquents by prisons and education departments-and to bring them into the series of local national education by adopting the mode of joint running schools. Finally, the paper concludes that the main strategies to solve the problem of compulsory education service supply for juvenile delinquents in Guangdong Province are: prison, education departments and schools reach a consensus on the goal of cooperation and divide responsibilities, and the multiple service providers share resources and participate together. Establish perfect communication and coordination mechanism of service supply of multiple subjects, perfect the law, policy guarantee and financial guarantee of compulsory education service supply for juvenile delinquents.
