貴州“走出去”企業(yè)員工培訓(xùn)的問(wèn)題與對(duì)策研究

【摘要】:隨著世界經(jīng)濟(jì)社會(huì)全球化、國(guó)際化進(jìn)程的飛速發(fā)展,各國(guó)之間的經(jīng)貿(mào)合作往來(lái)、學(xué)術(shù)文化交流日益密切起來(lái)。為加快我國(guó)對(duì)外開放的步伐,積極參與國(guó)際經(jīng)濟(jì)市場(chǎng)競(jìng)爭(zhēng),黨中央和國(guó)務(wù)院適時(shí)提山了“走山去”戰(zhàn)略,并將其列為國(guó)家經(jīng)濟(jì)發(fā)展的重要性戰(zhàn)略。 企業(yè)“走山去”是我國(guó)“走出去”戰(zhàn)略的重要組成部分。由于“走出去”企業(yè)具有國(guó)際化、跨國(guó)化和全球化的特點(diǎn),要增強(qiáng)國(guó)際競(jìng)爭(zhēng)力,“走出去”企業(yè)就必須擁有一支綜合素質(zhì)好、工作能力強(qiáng)、專業(yè)技術(shù)性強(qiáng)、精通國(guó)際業(yè)務(wù)、熟悉國(guó)際環(huán)境和國(guó)際規(guī)則、有國(guó)際競(jìng)爭(zhēng)意識(shí)且具有國(guó)際專業(yè)背景知識(shí)的國(guó)際化、復(fù)合型人才隊(duì)伍。因此,“走出去”企業(yè)要在復(fù)雜多變的海外市場(chǎng)中贏得自己的一席立足之地.就必須把建立一套融合員工發(fā)展需求和公司競(jìng)爭(zhēng)發(fā)展需求的員工培訓(xùn)制度體系作為企業(yè)戰(zhàn)略性發(fā)展的基礎(chǔ)。 當(dāng)前,貴州共有29家持有對(duì)外承包工程經(jīng)營(yíng)資質(zhì)的“走山上”企業(yè),但僅有3家央屬企業(yè)和4家貴州省屬企業(yè)已“走出去”在海外承攬工程項(xiàng)目。筆者通過(guò)對(duì)其中5家發(fā)展較快、經(jīng)營(yíng)規(guī)模較大、承攬海外工程項(xiàng)目較多的已“走出去”企業(yè)進(jìn)行走訪、調(diào)研后發(fā)現(xiàn),雖然企業(yè)領(lǐng)導(dǎo)對(duì)員工培訓(xùn)的重要性有一定認(rèn)識(shí),企業(yè)發(fā)展規(guī)劃中也將員工的培訓(xùn)列為一項(xiàng)工作要點(diǎn),但在實(shí)際操作中存在著一些問(wèn)題,如對(duì)培訓(xùn)工作的經(jīng)費(fèi)投入不足;對(duì)員工進(jìn)行培訓(xùn)的課程內(nèi)容僅采用國(guó)內(nèi)企業(yè)普遍采用的常規(guī)培訓(xùn),而與企業(yè)國(guó)際化市場(chǎng)競(jìng)爭(zhēng)的要求相脫節(jié):培訓(xùn)的形式簡(jiǎn)單且單一等。 筆者針對(duì)“走山去”企業(yè)的特殊性、“走出去”企業(yè)對(duì)員工培訓(xùn)重要性、“走出去”企業(yè)員工需求特殊性,以及當(dāng)前貴州“走出去”企業(yè)員工培訓(xùn)存在的問(wèn)題及原因,并就貴州“走出去”企業(yè)如何對(duì)員工進(jìn)行有效培訓(xùn)提出了較為可行的建議。筆者認(rèn)為貴州“走山去”企業(yè)慮根據(jù)“按需所培”的原則,制定一套科學(xué)有效的、融合員工發(fā)展需求和公司海外競(jìng)爭(zhēng)發(fā)展需求的國(guó)際化、復(fù)合型人才培訓(xùn)制度體系。
[Abstract]:With the globalization of world economy and society, the rapid development of internationalization, the economic and trade cooperation between countries, academic and cultural exchanges become closer and closer. In order to quicken the pace of our country's opening to the outside world and actively participate in the international economic market competition, the CPC Central Committee and the State Council have put forward the strategy of "going to the mountains" at the right time, and have listed it as the important strategy of national economic development. It is an important part of our country's "going out" strategy. Since "going out" enterprises have the characteristics of internationalization, transnational and globalization, in order to enhance their international competitiveness, "going out" enterprises must have a comprehensive quality, strong working ability, strong professional and technical skills, and proficient in international business. Familiar with international environment and international rules, have international competitive consciousness and international professional background knowledge of internationalization, compound talent team. therefore In order to gain a foothold in the complex and changeable overseas market, the "going out" enterprise must take the establishment of an employee training system that integrates the development needs of employees and the competitive development needs of the company as a war of enterprises The basis of strategic development. At present, there are 29 enterprises in Guizhou who hold the qualification of contracting projects abroad, but only 3 enterprises belong to the central government and 4 enterprises affiliated to Guizhou province have "gone out" to contract projects overseas. The author has visited five of them that have "gone out" with rapid development, larger business scale and more overseas engineering projects, and found that although the leaders of the enterprises have a certain understanding of the importance of staff training, In the enterprise development plan, the staff training is also listed as a work point, but there are some problems in the actual operation, such as insufficient investment in the training work; The contents of the training courses for employees only adopt the conventional training which is generally adopted by domestic enterprises, but it is out of touch with the requirements of competition in the international market of enterprises: the form of training is simple and simple, and so on. The author aims at the particularity of "going out" enterprise, the importance of "going out" enterprise to employee training, the particularity of employee demand of "going out" enterprise, and the existing problems and reasons of employee training in Guizhou "going out" enterprise. It also puts forward some feasible suggestions on how to train employees effectively in Guizhou "going out" enterprises. According to the principle of "cultivating according to the demand", the enterprise of Guizhou "walking the mountain" makes a set of scientific and effective international and compound talent training system which combines the development needs of employees and the overseas competition and development needs of the company.
