河北對口教育援助巴州的現(xiàn)狀研究

【摘要】:對口支援新疆是中央新時期新疆工作總體部署和整體安排中的重要組成部分,也是實現(xiàn)新疆社會穩(wěn)定和長治久安的一項重大舉措,其中,教育援助是對口援疆工作的重中之重。教育是經(jīng)濟發(fā)展、政治穩(wěn)定、民族振興的基石,科教興國是我國長期以來實施的重要發(fā)展戰(zhàn)略。實施教育援助,可以有效地發(fā)揮優(yōu)質(zhì)教育資源更大效益的輻射作用,通過教育援助,實行優(yōu)質(zhì)教育資源共享,可以逐步實現(xiàn)國民基礎教育機會均等的目標,其本質(zhì)是通過合理配置中、東部經(jīng)濟發(fā)達兄弟省市與西部少數(shù)民族地區(qū)間的教育資源,縮小兩者之間的教育差距,實現(xiàn)區(qū)域間、民族間的教育公平,最終促進受援助地區(qū)的教育水平的穩(wěn)步提升。本研究以河北對新疆維吾爾自治區(qū)巴音郭楞蒙古自治州(以下簡稱巴州)教育援助工作為研究對象,從河北和巴州援助、受援雙方著眼,系統(tǒng)分析教育援助巴州工作的具體實施情況。闡述河北教育援助巴州的理論與實踐依據(jù)、工作開展實施原則與教育援助運行模式與實踐內(nèi)容,在獲取第一手資料的基礎上,運用相關理論進一步分析教育援助巴州成果。從對口支援巴州教師管理等方面論述了河北教育對口支援巴州存在的不足,并進一步剖析問題成因;針對教育援助巴州工作中存在的不足和成因,從加強教育援助巴州工作的系統(tǒng)協(xié)調(diào)性,完善教育援助巴州工作的評估機制,加大宣傳力度等方面提出相應的建議,提高教育援助巴州效益。事實證明,教育援助巴州是新時期實現(xiàn)教育資源優(yōu)化配置、教育公平發(fā)展的有效措施,教育援助巴州工作的研究是對現(xiàn)有關于具體教育援助的一個補充,積極調(diào)研獲取的第一手資料,進一步豐富教育援助的實證性資料,希望能夠為決策層提供參考,使當前的教育援助工作得到更好的發(fā)展。
[Abstract]:Providing corresponding support to Xinjiang is an important part of the overall arrangement and overall arrangement of Xinjiang's work in the new period, and is also a major measure to realize social stability and long-term stability in Xinjiang. Among them, educational aid is the most important part of the work of assisting Xinjiang. Education is the cornerstone of economic development, political stability and national rejuvenation. The implementation of educational assistance can effectively bring into play the radiative role of greater efficiency of high-quality educational resources. Through educational assistance and sharing of high-quality educational resources, the goal of equal opportunities for national basic education can be gradually realized. Its essence is to narrow the educational gap between the eastern developed brother provinces and the western minority areas through rational allocation, and to realize the educational equity between the regions and ethnic groups. It will eventually promote a steady rise in the level of education in the assisted areas. In this study, the educational assistance work of Hebei to the Xinjiang Uygur Autonomous region of Bayinguleng Mongolia Autonomous Prefecture (hereinafter referred to as Bazhou) is taken as the research object. From the aid of Hebei and Bazhou, the recipients of the aid are both concerned. Systematic analysis of the specific implementation of educational assistance in Ba County. This paper expounds the theoretical and practical basis of educational aid in Bazhou of Hebei Province, the principle of carrying out the work, the mode and content of educational aid operation, and further analyzes the achievements of educational aid in Bazhou on the basis of obtaining firsthand information. This paper discusses the deficiency of Hebei education counterpart support Ba state from the aspects of counterpart support to Ba state teacher management, and further analyzes the causes of the problems, as well as the shortcomings and causes of education aid in Ba Prefecture. From the aspects of strengthening the systematic coordination of educational aid work, perfecting the evaluation mechanism of educational aid work, increasing propaganda and so on, the corresponding suggestions are put forward to improve the benefit of educational aid. Facts have proved that educational aid Ba Prefecture is an effective measure to realize the optimal allocation of educational resources and the equitable development of education in the new period, and the research on the work of educational aid Ba Prefecture is a supplement to the existing specific education assistance. It is hoped that the firsthand data obtained by active investigation and research can enrich the empirical data of educational aid and provide reference for the decision makers so as to make the current educational aid work better develop.
