滄州市農(nóng)村青年技能培訓需求問題研究

【摘要】:農(nóng)村勞動力向非農(nóng)產(chǎn)業(yè)和城鎮(zhèn)轉(zhuǎn)移,是工業(yè)化和現(xiàn)代化的必然趨勢,是建設現(xiàn)代農(nóng)業(yè)解決“三農(nóng)”問題的重要途徑。農(nóng)村青年進城務工,更是我國現(xiàn)階段農(nóng)民增加收入的主要途徑之一。但因為學歷水平、勞動技能等低素質(zhì)狀況,嚴重影響了他們在城市尋求生存和發(fā)展。特別是近年來我國許多地方技術工人人才難覓已日趨嚴重,出現(xiàn)了“民工荒”現(xiàn)象,而另一方面大量低素質(zhì)的農(nóng)村青年就業(yè)卻還是十分困難。這一切都表明了提高農(nóng)村青年的技能素質(zhì)是一個亟待解決的問題。 為解決這一問題,本文采取文獻研究法、問卷調(diào)查法、訪談法、比較研究法和社會統(tǒng)計法對農(nóng)村青年的技能培訓現(xiàn)狀進行了實證研究。調(diào)查過程基于聯(lián)合國—西班牙千年發(fā)展目標在中國的“青年農(nóng)民工”項目課題研究上,從滄州的幾個地區(qū)抽取了1386名農(nóng)村青年作為調(diào)查對象,通過深入研究得出滄州農(nóng)村青年技能培訓存在以下問題:一是農(nóng)村青年對技能培訓缺乏明確的認識和要求;二是培訓牽頭部門多,,難以形成合力;三是企業(yè)對青年農(nóng)民工培訓重用輕養(yǎng),缺乏投入積極性;四是技能培訓費用高,培訓補貼額度相對較低;五是培訓內(nèi)容與實際需求脫節(jié);六是培訓方式有待進一步改進;七是女性在技能培訓方面處于弱勢地位。 針對這些問題,本文從搭建信息平臺、整合培訓資源、夯實培訓根基、狠抓機制建設、著眼培訓效果、突出女性培訓特點等六個方面提出了進一步加強滄州農(nóng)村青年技能培訓的對策與建議,為政府和相關職能部門更好的解決農(nóng)村青年就業(yè)問題提供了理論依據(jù)和有效參考。
[Abstract]:The transfer of rural labor to non-agricultural industries and cities and towns is the inevitable trend of industrialization and modernization. It is an important way to build modern agriculture to solve the problem of "three rural". The rural youth work in the city is one of the main ways for the farmers to increase their income at the present stage. However, the low quality conditions such as the level of education and the labor skills are seriously affected. They seek survival and development in the city, especially in recent years, many local technical workers have become more and more difficult to find, and the phenomenon of "shortage of migrant workers" appears. On the other hand, a large number of low quality rural youth employment is still very difficult. All these show that it is an urgent solution to improve the skills and qualities of the rural youth. Problem.
In order to solve this problem, this paper adopts the literature research method, questionnaire survey method, interview method, comparative study method and social statistics method to make an empirical study on the status of rural youth skills training. The investigation process is based on the research of the "young migrant workers" project of the United Nations - Spain millennium development goal in China, from Cangzhou. In this area, 1386 rural youth were selected as the investigation objects. Through in-depth study, the following problems were found in the rural youth skills training in Cangzhou: first, the rural youth lack clear understanding and requirements for the skills training; the two is the more leading departments of the training and difficult to form a joint force; and three, the enterprises lack the training and reuse of the young migrant workers. The four is the high cost of skill training, the relatively low allowance for training; the five is the disconnection between the training content and the actual demand; the six is that the training mode needs to be further improved; and the seven is that women are in a weak position in the training of skills.
In view of these problems, this paper puts forward the countermeasures and suggestions to further strengthen the skills training of rural youth in Cangzhou from six aspects, such as building information platform, integrating training resources, ramming the training foundation, laying stress on the construction of mechanism, focusing on the effect of training and highlighting the characteristics of female training, so as to better solve the rural youth employment for the government and the relevant functional departments. The problem provides a theoretical basis and an effective reference.
