新軍屯鎮(zhèn)農(nóng)民職業(yè)培訓(xùn)現(xiàn)狀與發(fā)展研究

【摘要】:加強(qiáng)對(duì)我國(guó)農(nóng)村勞動(dòng)力的職業(yè)技能培訓(xùn),對(duì)于提高廣大農(nóng)村勞動(dòng)力技能素質(zhì)以及適應(yīng)現(xiàn)代產(chǎn)業(yè)的生產(chǎn)技能和業(yè)務(wù)技能、提高他們的市場(chǎng)就業(yè)競(jìng)爭(zhēng)力、進(jìn)一步拓寬農(nóng)村勞動(dòng)力轉(zhuǎn)移渠道、充分調(diào)動(dòng)廣大農(nóng)民工的積極性、引導(dǎo)農(nóng)村富余勞動(dòng)力合理轉(zhuǎn)移及就業(yè)有著十分重要的意義。本研究以河北省唐山市新軍屯鎮(zhèn)為研究對(duì)象,通過(guò)問(wèn)卷調(diào)查與實(shí)地走訪相結(jié)合的方式,深入分析新軍屯鎮(zhèn)農(nóng)民職業(yè)培訓(xùn)的政策與措施、機(jī)構(gòu)與體系及所取得的成效。研究發(fā)現(xiàn)新軍屯農(nóng)民職業(yè)培訓(xùn)存在制度建設(shè)不完善、經(jīng)費(fèi)投入不足、思想觀念陳舊、監(jiān)督評(píng)價(jià)落后、動(dòng)員發(fā)動(dòng)不足、培訓(xùn)質(zhì)量不高等問(wèn)題。在借鑒國(guó)內(nèi)外農(nóng)民培訓(xùn)成功經(jīng)驗(yàn)的基礎(chǔ)上,總結(jié)歸納出農(nóng)民職業(yè)培訓(xùn)具有終身化、辦學(xué)主體多元化、信息化、實(shí)地訓(xùn)練化的改革趨勢(shì),同時(shí)結(jié)合新軍屯鎮(zhèn)發(fā)展的實(shí)際情況,從建立健全的農(nóng)民職業(yè)培訓(xùn)的長(zhǎng)效機(jī)制、加大農(nóng)民職業(yè)培訓(xùn)的資金扶持力度、加強(qiáng)對(duì)農(nóng)民職業(yè)培訓(xùn)的宣傳力度、建立農(nóng)民職業(yè)培訓(xùn)的信息化網(wǎng)絡(luò)、強(qiáng)化農(nóng)民職業(yè)培訓(xùn)的師資隊(duì)伍建設(shè)、深化農(nóng)民職業(yè)培訓(xùn)教學(xué)改革、建立農(nóng)民職業(yè)培訓(xùn)的監(jiān)督評(píng)價(jià)體系七個(gè)方面提出新軍屯鎮(zhèn)農(nóng)民職業(yè)培訓(xùn)優(yōu)化與協(xié)調(diào)建議,為新軍屯鎮(zhèn)農(nóng)民職業(yè)培訓(xùn)提供參考。
[Abstract]:Strengthening the vocational skills training of the rural labor force in our country can improve the skill quality of the rural labor force and adapt to the production and business skills of the modern industry, and enhance their market employment competitiveness. It is of great significance to further broaden the channels of rural labor force transfer, fully mobilize the enthusiasm of the majority of migrant workers, and guide the rational transfer and employment of rural surplus labor force. This study takes Xinjun Tun Town, Tangshan City, Hebei Province as the research object, through the way of questionnaire investigation and field visit, deeply analyzes the policy and measures, institutions and system of farmers' vocational training in Xinjun Town and the results achieved. It is found that there are some problems in the vocational training of farmers in Xinjuntun, such as imperfect system construction, insufficient investment in funds, outmoded ideology, backward supervision and evaluation, insufficient mobilization and mobilization, low quality of training, and so on. Based on the successful experience of farmer training at home and abroad, this paper summarizes the reform trend of farmer vocational training with life-long life, diversified main body of running a school, informationization and on-the-spot training, at the same time combining with the actual situation of the development of Xinjun Tunn Town. In order to establish a sound long-term mechanism for farmers' vocational training, increase the financial support for farmers' vocational training, strengthen the propaganda of farmers' vocational training, and establish an information network for farmers' vocational training, To strengthen the construction of teachers of farmers' vocational training, to deepen the reform of farmers' vocational training teaching, to establish the supervision and evaluation system of farmers' vocational training, and to put forward the suggestions of optimizing and coordinating the farmer's vocational training in Xinjun Town. To provide a reference for the vocational training of farmers in Xinjun Town.
