【摘要】：教育公共服務(wù)供給作為公共服務(wù)供給的重要內(nèi)容,是邊境地區(qū)公共服務(wù)供給體系中的重要組成部分。邊境地區(qū)教育供給對周邊國家產(chǎn)生的溢出效應(yīng)在維護國家長期穩(wěn)定、樹立國家教育形象、維護邊境教育安全是都有著重要意義。本文以云南省河口縣為例,對云南邊境地區(qū)教育公共服務(wù)供給的現(xiàn)狀及溢出效應(yīng)進行相關(guān)研究。并對近年來邊境地區(qū)教育供給溢出效應(yīng)的弱化表現(xiàn)進行原因分析,針對教育資金投入、教育優(yōu)惠政策及思想文化方面存在的問題對邊境地區(qū)教育供給提出相關(guān)的建議與對策。本文主要分為五個章節(jié)。第一章為緒論,主要闡述文章的研究背景與研究意義、國內(nèi)外現(xiàn)狀以及研究方法;第二章主要論述了相關(guān)概念界定與理論基礎(chǔ)。這一章主要對公共服務(wù)、教育公共服務(wù)及教育公共服務(wù)的溢出效應(yīng)的概念與涵義進行界定,并闡述了本文研究的理論基礎(chǔ);第三章主要從三個方面對云南邊境民族地區(qū)教育公共服務(wù)供給的現(xiàn)狀及溢出效應(yīng)表現(xiàn)進行論述;第四章在第三章分析云南邊境地區(qū)教育公共服務(wù)供給現(xiàn)狀的基礎(chǔ)上對近年來教育公共服務(wù)正溢出效應(yīng)弱化的表現(xiàn)及原因進行分析。并重點從教育投入、政策優(yōu)惠及思想狹隘三方面分析溢出效應(yīng)弱化的原因;第五章是針對第四章所出現(xiàn)的問題及問題產(chǎn)生的原因,對邊境地區(qū)教育公共服務(wù)溢出效應(yīng)弱化的現(xiàn)狀提出建設(shè)性的建議。通過實地調(diào)研與分析,文章得出以下結(jié)論:(1)邊境教育缺乏資金支持,教育公共服務(wù)供給得不到經(jīng)濟保障,國家應(yīng)增加邊境地區(qū)教育的資金投入;(2)邊境地區(qū)教育公共服務(wù)體系建設(shè)缺乏國家優(yōu)惠政策的支持,國家應(yīng)頒布相應(yīng)的優(yōu)惠政策支持邊境地區(qū)教育事業(yè)的發(fā)展;(3)跨境地區(qū)居民思想狹隘,應(yīng)加大國門學(xué)校建設(shè),大力宣傳我國教育,樹立國家教育的良好形象。
[Abstract]:As an important part of public service supply, educational public service supply is an important part of the public service supply system in border areas. The spillover effect of the education supply in the border areas on the neighboring countries is of great significance in maintaining the long-term stability of the country, establishing the national education image, and maintaining the border education security. Taking Hekou County, Yunnan Province as an example, this paper studies the current situation and spillover effect of educational public service supply in Yunnan border area. This paper also analyzes the causes of the weakening of the spillover effect of education supply in the border areas in recent years, and puts forward some suggestions and countermeasures for the education supply in the border areas in view of the problems existing in the investment of educational funds, the preferential policies of education and the ideological and cultural aspects. This paper is divided into five chapters. The first chapter is the introduction, mainly elaborates the research background and the research significance, the domestic and foreign present situation as well as the research method; the second chapter mainly elaborated the related concept definition and the theory foundation. This chapter mainly defines the concept and meaning of the spillover effect of public service, educational public service and educational public service, and expounds the theoretical basis of this paper. The third chapter mainly discusses the present situation and spillover effect of educational public service supply in Yunnan border ethnic areas from three aspects. The fourth chapter analyzes the present situation of educational public service supply in Yunnan border area and the reasons for the weakening of the positive spillover effect of educational public service in recent years. The reasons for the weakening of spillover effect are analyzed from three aspects of educational input, policy preference and narrow-mindedness. The fifth chapter is aimed at the problems and the causes of the problems in Chapter four. This paper puts forward constructive suggestions on the weakening of spillover effect of educational public services in border areas. Through field research and analysis, the article draws the following conclusions: 1) Border education lacks financial support, and the supply of educational public services is not provided with economic security. The State shall increase the capital input for education in the border areas. (2) the construction of the public service system for education in the border areas lacks the support of the preferential policies of the State. The state should promulgate the corresponding preferential policies to support the development of education in the border area. (3) the residents of the cross-border area should have narrow thinking, should strengthen the construction of the national school, vigorously propagate the education of our country, and set up the good image of the state education.
