資歷框架的設(shè)計與運行:香港的經(jīng)驗啟示及建議

【摘要】:資歷框架是以能力標準為本對各類資歷進行分類、認定、銜接的新型資歷制度,它對溝通各類教育、串聯(lián)各種資歷、聯(lián)結(jié)教育與勞動力市場等發(fā)揮了立交橋作用。目前不少國家已建立或正在嘗試推行資歷框架制度,我國也將之提至政策層面,然而如何構(gòu)建適合我國國情的資歷框架尚未在學界和教育行政部門達成共識。本文系統(tǒng)梳理了我國香港地區(qū)資歷框架體系的構(gòu)建經(jīng)驗,指出香港資歷框架七個層級的設(shè)計密切結(jié)合了普通教育的體系架構(gòu),資歷學分發(fā)揮了溝通或銜接不同資歷的基準作用;在通用能力標準基礎(chǔ)上已由22個行業(yè)咨詢委員會制定了各行業(yè)能力標準,據(jù)此開發(fā)的能力本位教育培訓課程在經(jīng)質(zhì)量評審機構(gòu)認可后可登記在資歷名冊上供市民查閱。同時,香港還通過成立評審局、出臺評審條例等措施保障資歷框架的推廣與運行。本文進一步對建立國家資歷框架提出建議:如可依循普通教育學業(yè)階梯和社會需求設(shè)定資歷層級,通過知識、技能及其應用等多維度界定基準能力標準,依據(jù)行業(yè)需求開發(fā)行業(yè)能力標準等。
[Abstract]:The seniority framework is a new seniority system based on the competence standard, which determines that the new seniority system can link up all kinds of education, connect all kinds of qualifications, link education with the labor market, and so on. At present, many countries have established or are trying to implement the seniority framework system, and our country has also put it to the policy level. However, how to construct the seniority framework suitable for China's national conditions has not yet reached a consensus in academic circles and educational administrative departments. This paper systematically combs the construction experience of the seniority framework system in Hong Kong, and points out that the seven levels of Hong Kong seniority framework design closely combines the general education system structure, and seniority credits play a role in communicating or linking up different qualifications. On the basis of general competency standards, 22 industry advisory committees have developed competency standards for each industry. The competency based education and training courses developed on the basis of these standards can be registered on the qualifications register for public inspection after being approved by quality assessment institutions. At the same time, Hong Kong also through the establishment of the Council, the introduction of accreditation regulations and other measures to protect the promotion and operation of the framework. This paper further suggests the establishment of a national seniority framework, such as establishing seniority levels in accordance with the academic ladder of general education and social needs, and defining benchmark competency standards through multiple dimensions, such as knowledge, skills and their application. Develop industry capability standards according to industry requirements.
